Background:The infectious diseases in Yunnan Province are characterized by broad disease-spectrum,high incidence,serious damages and difficulty to control.Since the south-western area of Yunnan province borders on Myanmar,Laos and Vietnam,the international trading among them is so frequent that there exist high risks of infectious diseases spreading across borders and the public health incidents breaking out.In order to improve the capability of early warning in that area,"Yunnan Provincial Collaborative Innovation Center for Public Health and Disease Prevention and Control "launched a program--"the Development and Application of Syndromic Surveillance and Early Warning System in Yunnan Border Area".Objective:1.To describe the establishment of the "Syndromic Surveillance and Early Warning System in Yunnan Border Area" in the medical institutions of Mengla county;2.To evaluate the quality of the data from "Data Collection Platform for Syndromic Surveillance in Yunnan Border Area" provided in medical institutions of Mengla county in 2016;3.To find out the factors affecting the data quality in order to improve the data quality for timely and accurate warnings in future.Method:Monitoring sites,target diseases and the symptoms were chosen by consulting experts.By cluster sampling and purposive sampling method,80 medical institutions in Mengla county were chosen as monitoring sites.Self-reported symptoms from the patients in these sites had been collecting for a year and the quality of the data kept under monitoring at the same time.Besides,all data were reported to "Data Collection Platform for Syndromic Surveillance in Yunnan Border Area".The data were described according to the levels of the medical institutions and the times of data collection.The evaluations of data quality were conducted in views of integrity,timeliness and accuracy.Data collectors were invited to finish the self-designed questionnaire,from which the data quality influential factors would be figured out.Results:Mengla county was chosen as the monitoring site;16 target diseases and 14 symptoms were selected as monitoring objects.Totally,227007 symptomatic patients were recorded.Among them,204228 cases were reported timely to the Data Collection Platform,accounting for 89.96%,2401 cases failed to report,accounting for 1.06%,and 20378 cases were reported later,accounting for 8.98%.The quality of data from medical institutions in county is better than that from towns,and the data quality in townships is significantly better than that from village clinics.The integrity at the county level is 98.59%;the timely day-report ratio is 96.91%;the timely case-report ratio is 97.95%and the accuracy is 93.33%.The integrity at township level is 97.43%;the timely day-report ratio is 95.32%;the timely case-report ratio is 96.98%and the accuracy is 89.67%.The integrity at village-level is 54.70%;the timely day-report ratio is 64.36%;the timely case-report ratio 78.02%and the accuracy is 87.25%accuracy.In time sequence,the data quality is increasing and becoming stable gradually.Every time after the supervision,the data integrity and timeliness are increased.The factors affecting the integrity of the data included the institution levels and average daily outpatient visits.The factors that affected the timeliness included daily outpatient visits,reporter's education backgrouond,average daily cases that need to report and the number of reporters in each institution who are responsible for the reporting to the platform.Conclusion:Based on the one-year operation of the platform,it is feasible to establish "Syndromic Surveillance and Early Warning System" in medical institutions in border area of Yunnan.The integrity,timeliness and accuracy of the data at county and township levels have achieved a high level,but there are still many problems in village clinics.To improve the data quality,we need to reinforce the management of village clinics,to make corresponding adjustments according to the influential factors,and to strengthen supervision.
