has not yet covered the field of non-emergency transport,the traditional medical transport system can not meet the needs of a wide range of medical transport.As a result of non-hospital medical emergency vehicles caused by the "black ambulance" chaos has become the focus of widespread attention.In recent years,emergency resources have been squeezed by non-emergency needs.Non-emergency transport service function brought about by the lack of social production order and the people's health and safety issues are being more and more concerned.The provision of non-emergency transport services highly relies on the corresponding operating mode and management system,so reform of the existing medical transport system and design of non-emergency transport mode is imperiously demanded.ObjectivesAt present,the operation and regulatory system in Chinese non-emergency transport industry did not come into be an integrated mode,and the operation is quite poor.How to construct the non-emergency transport mechanism from the macro,medium and micro levels,how to balance the interests of the service providers,patients,hospitals and other stakeholders in the construction,how to deal with the first aid and non-emergency transport system,how the specific division of labor market,are the pratical problems that building non-emergency transport system had to think and solve.Domestic and foreign research on medical transport,focusing on pre-hospital emergency areas,lacks attention to non-emergency.transport market,medical services and medical services market from the characteristics of in-depth and comprehensive theoretical demonstration,and micro-perspective analysis.Therefore,the author seeks to find out the non-emergency transshipment pattern of a large-scale top first class hospital(hereinafter referred to as "A hospital"),from the height of the theory and the actual situation of the hospital,China to solve the non-first aid transport service transport services in hospitals,to observe the difficulties and problems encountered in the operation of medical transport institutions and the working status of their medical staff,access to non-emergency transshipment services,or their families.Understand the stakeholders' perceptions of the current medical transport system,the understanding,acceptance and recognition of non-emergency transshipments and their recommendations.The questionnaire data is used to sort out and analyze the status of non-emergency transport services to find the existing problems,and to further analyze the the perspective of pattern design,system construction,reform approach and rule composition,and explores the construction of non-first aid transshipment system.Countermeasures,in order to optimize the allocation of hospital resources to promote the development of non-emergency transport industry,are put forward to better meet the increasing number of people discharged,transfer and other non-emergency transport needs.This paper tries to analyze the current situation of A non-emergency transport service in A hospital by means of theoretical research,field investigation,questionnaires,expert consultation and mode design.It also examines the specific situation in reality and analyzes the existing problems in order to provide a reference and theoretical guidance for the design and improvement of hospital non-emergency transport mode and government-related legislative activities.ConclusionA large number of non-emergency transport tasks from hospital are mainly conducted by the hospital's own ambulances,third-party regular ambulance and social"black ambulance" commitment,non-emergency transport services mainly exist the following valuable and scarce,therefore,it is not suitable for hospital to waste their medical resources in non-emergency transport.;non-emergency transport services should be borne by the social forces,but the government should strengthen the approval and supervision,and the hospital should provide support and cooperation.The hospital should make comprehensive decisions,choose the appropriate mode of operation,deepen cooperation with non-emergency transshipment agencies,and completely separate the non-emergency transshipment operations to the third party.The hospital is responsible for providing the platform and information,and the transporter is responsible for providing transshipment human and material resources to improve the efficiency of hospital medical resources and social capital and the value of use,and fundamentally suppress the "black ambulance's" living space to protect the rights of patients;with increasingly mature mobile Internet technology,gradually build third-party "network bus" platform based on the hospital network platform for patients to provide safer and more convenient non-emergency transport services.The government should absorb more qualified social multidisciplinary analysis to study the necessity of constructing non-emergency transshipment mode,as well as the specific path and specific technical operation plan,combined with China's national conditions,to explore the situation consistent with A hospital,independent of first aid transshipment System of non-first aid transport mode operation innovation mechanism.Through the empirical analysis of the status quo and specific institutional arrangements of A hospital medical transport,it provides the data basis for the reform of medical management system.Through the research and
