Research On The Selection And Evaluation System Of Patented Drugs For Price Negotiation In China

Over the years,it is a common phenomenon that the drug price in China is unrealistic.Due to the outstanding clinical efficacy,and lacking of market competition,patent drugs are in a position of long-term monopoly in China and drug prices are generally high.Patent drugs have a certain period of market protection,so they are not the same as ordinary drugs which formate the drug prices with the market competition.It is necessary to take a unified approach to negotiations to control the price of patent drugs and exclusive production of drugs in a reasonable range,which is also the international practise.At present,the drug-price negotiations of China are still in the initial stage,there is no relatively mature system of drug-price negotiations.In order to respond to the national policy support for drug-price negotiations and improve the mechanism of drug-price negotiation in China,this paper provides a reference for the national drug price negotiation.Based on the varieties of national drug-price negotiations,this paper analyzes the patent drugs.First of all,the principles and methods of selection of patent drugs products were put forward.Secondly,the factors influencing the prices of patent drugs were analyzed in details.Then,the important evaluation indexes were screened out and the relative reasonable weights were given to build the evaluation index system of the patent drugs,moreover,exercise the empirical analysis of the index system.And ultimately form a complete system of selection and evaluation of varieties of negotiations.This article mainly take five kinds of research methods,respectively are the literature research,expert investigation method,empirical study,qualitative analysis and quantitative statistical analysis.According to the demands of the various stakeholders of patent medicines,the principles of the selection of patent medicines in China are considered.From the perspective of disease,varieties,and enterprise,we expounds three specific methods of selecting the patent medicines.Finally,with the evaluation of patent medicines from multiple angles,we form five first-level indicators and fourteen secondary indicators,as well as many observation index.Through the way of questionnaire investigation and expert consultation,we give certain weights to the secondary-level indicators.Then we conduct a empirical study with the evaluation system.According to the observation index to the concrete measure and evaluation of patent medicines,we formate the final evaluation result of patent medicines.Through three negotiated varieties on the evaluation system for further verification,the results shows that they all have the value of negotiation,which indicates that the evaluation system is reasonable.There are three main innovations in this paper.First of all,there is not much research on drug-price negotiation in China.Then the research results of this paper have some creativity and practicality.In addition,due to the lack of domestic research on of drug price negotiation,the article is forward-looking.This paper,by using the method of qualitative analysis combined with quantitative,theory combined with empirical method,and the method of expert consultation,conduct the thorough research to the varieties of negotiations.
