| At present,the number of basic medical insurance in China has reached 99.07% of the total number of national health insurance.The high coverage of medical insurance has met the basic requirements of "wide coverage",which reflects the achievements of China's medical insurance in recent years.However,when we enjoy the brilliant achievements of joy,what should be wary of is that some people even fulfill the payment obligations,but they can not enjoy normal medical insurance benefits because of the allopatric medical treatment.when China has proposed to vigorously promote the allopatric medical settlement service since 2009,improving the system of settlement of medical treatment is a key task of health care system reform.However,the current allopatric medical settlement in our country presents the characteristics of "region division",that is,the direct settlement of different medical treatment can be realized in the respective area.Crossing regional medical insurance need patient to pay in advance and back to the insured to be reimbursed.At the end of 2015,the province has implemented direct settlement in 29 provinces.provincial remote medical billing is still in a state of cooperation at the provincial level.In recent years,with the acceleration of the population flow,the deepening of the aging population,the demand for medical treatment in different places is also increasing.The current regional division of allopatric medical settlement has a lot of drawbacks,such as the application of remote medical procedures cumbersome,cumbersome procedures cumbersome,regulatory loopholes,medical expenses reimbursement is difficult.This not only damages the right of the insured to choose the hospital for medical treatment,but also restricts the flow of the labor force.In this thesis,by using the theory of social security right,social fairness and justice theory,the theory of humanism and the theory of new institutional economics,this paper theoretically demonstrates the irrationality of the "regional division".From the analysis of the urgency and necessity of reality,the author points out that the establishment of a unified settlement platform for medical treatment in different places.However,the establishment of allopatric medical settlement platform also faces the obstacles,mainly as follows:NO.1,the medical insurance policy is inconsistent,and low level of overall planning.NO.2,the insurance compensation funds difficult and medical resources in developed area pressure.NO.3,the information integration and remote medical billing system is not perfect.NO.4,the three major functions the division is not clear.In this thesis,the above problems can be summarized as institutional barriers,barriers of interest,technical barriers,management barriers,to establish a unified settlement platform for China's foreign medical treatment must face and solve the problem.In order to obtain advanced experience of remote medical treatment to solve the problems,this paper expounds the social insurance card in solving cross-border operation mechanism on medical treatment,get some enlightenment of remote medical establishment unified billing platform based on the analysis on the feasibility of.If the four major obstacles for remote medical settlement platform paved the way,then,to establish unified medical settlement system will provide remote medical places nationwide to provide specific operational means for immediate settlement. |
