With the state and people's constant focus on medical problems, the medical situation in our country has made a significant change by the boost of new technology. Mobile health provide medical services through mobile phones, portable computers or telecommunications equipment to meet the healthcare needs of customers and assume a key role in the application of telemedicine and teleconsultation. As a main form to advance the medical information process, mobile health is also facing high user expectations, numerous competitors and strong technical requirements challenge. It's important for mobile health companies to grasp the functional needs of customers, pay more consideration for security and privacy, avoid risks in the development and make strategies for their own information construction.This paper focuses on the main factors in the design of mobile health. The main research work includes:(1) Through literature study and research summarizes, this study constructs a multi-dimension evaluation system combing customer functional requirements, mobile health risk control, the development potential. Each dimension is composed of more concrete factors.(2) DEMATEL method is used to rank the importance of factors and discover the relationship by drawing a causal graph. This method which excludes obvious interactions and displayed directly the mutual influences between factors makes the first step for the follow-up calculation.(3) A model which integrates MACBETH method and 2-additive Choquet integral is proposed in the weight calculation. It considers the interaction between criteria which accords to the practical problems while reduces the complexity of the calculations and was verified the feasibility and effectiveness by comparing with the results of MACBETH.(4) The QFD method is introduced into the implementation process of mobile health to evaluate the customer satisfaction. Each dimension of customer satisfaction is divided into several domains to simplify the assessment. This research which integrate management of mobile health and medical service from the point of quantitative view is important to accelerate the development of mobile health and medical information process of China.
