| objective In view of the problems existing in the county public hospital performance salary allocation, to "the proportion of the budget law" as a guide, design a more science, competition and incentive performance salary distribution system, provide the beneficial exploration of some practical aspects of performance salary reform of public hospitals.Method In A County People’s Hospital as the research object, analysis of the shortcomings of the original performance salary allocation scheme, based on this design idea of performance wage distribution: determine the hospital performance of total wages, a reasonable division of income and expenditure departments in accordance with the performance part of the wage accounting method of clinical departments, medical departments, outpatient department and other departments such as the classification of design department staff, department managers, school leaders and administrative personnel and other groups, and from the aspects of hospital economic benefit and social benefit, income structure optimization evaluation of implementation effect, at the same time the employees of individual factors and performance of the wage distribution factor analysis of variance, understand the degree of satisfaction with the general staff of this program.Result The hospital on June 2014 implementation of performance wage distribution methods, after 1 years of operation, the medical income increased by 15.86% over the same period last year, the drug income proportion of medical income ratio decreased from 50.44% in the same period last year to 33.49%, health inspection and material income income over the same period last year increased by about 2%, the effective income(income than medical) in the same period last year growth of 19.88% to 32.93%; medical cost growth slowed, down 15.08% from the same period last year to 12.12%, including drug charges and health materials costs were decreased by 29.98%, 8.88% last year; each employee to complete the medical income growth over the same period last year 33131 yuan, outpatient and inpatient cost was decreased; the workers "the gap between groups satisfaction" and "very satisfied" with the highest proportion reached 48.1%.Conclusion Proportion of the budget law broke the equalitarianism allocation, advocate the idea of "hard work and excellent special" distribution, makes full use of the role of economic levers, greatly mobilized the enthusiasm of the staff work; inclined to the clinical front line, key positions, with large jobs, high risk jobs and dirty bitter tired jobs, pay attention to the fairness, is a kind of effective performance of the wage distribution methods in practice. |
