The Research Of The Feature And The Prevention Of Chinese Maize Natural Risk

Agriculture is the base of a country.The problems of agriculture,farmers and villages are always the focus of our party and our government.However,the control of agricultural natural risk will be a unavoidable problem for policy-makers.The natural disasters will not only stop the growing period of plants,reduce the the quantities of the grain,injure the interests of farmers,but also could make linked influences,cause the social panics and the chaos of market.Because of the numerous kinds of climate,the agricultural disasters occur very often in China.The agricultural natural disasters,especially the agricultural catastrophes,have become a big hidden danger for the development of Chinese agriculture.Up to now,there are a lot of domestic and foreign researches involved in this domain which accumulate abundant source materials.Therefore,taking a research of agricultural natural risk control will have the meaning of reality and theory.The agricultural natural risk control is a complex topic which refers to kinds of crops,numerous natural disasters,and different participants,so it is necessary to separate this big problem into simple parts to study.Maize is one of the four main kinds of cereals in China,which plants across the whole country,and whose production quantity is the most,therefore take the example of maize for research will have representativeness.The main agricultural natural disasters in China are flood,drought,low temperature,strong wind and hail disaster,and pest.As far as the reduction of grain quantity and the damage is concerned,the flood and drought are two most dangerous disasters in China.In this paper,we choose 11 main maize production provinces as the research sample to study the flood and drought disasters,so that we could get knowledge of the situation of Chinese comprehensive agricultural natural risk.There are five parts in this paper.The first part is the preface which states the meaning and the core content of this research and make a summary of domestic and foreign studies.The second part uses the method of experienced analysis,which describe the situation of Chinese agricultural natural disasters in detail,and express it by figures and tables.The third part is the empirical analysis,in which the writer construct a model to estimate the maize natural risk of 11 main production provinces by using the system theory.The fourth part gives a series of measures to solve the problems of agricultural disasters,which refers to aspects of law,technology and financial tools.The last part of this paper makes a conclusion of the whole research,raising some problems which were encountered in the research process and put forward expectation in the future.
