Ping Shan Key Monitoring Area In Hebei Province,Returning Farmland To Forest Project Effect And Development Countermeasure Analysis

The project of returning farmland to forest is a huge ecological project,which has the largest investment scale,the widest area and coverage,and involves many complicated procedures.It's closely related to the masses.This project has brought great benefits to the society.In returning farmland to forest project after a certain period of time,conscientiously sum up the experience of the construction project,analyzed the existing problems,to explore new development strategy,it is very important to guide the healthy and sustainable development of returning farmland to forest project.This study adopts the method of literature,investigation and comprehensive analysis,outside the industry,in-depth analysis of the main results from Pingshan County of Hebei province forest project pre construction achieved and existing problems,the results show that:(1)The conversion of cropland to forest project has achieved good results,Pingshan key monitoring area are as follows: the status of the monitoring area in returning farmland to forest land area reduce from 5287.74 hm~2 in 2008 to 1857.02 hm~2 in 2010;the construction of different measures of forest area distribution changes gradually,the proportion ofthe barrenhills wasteland area wasincreasedfrom 49.1% to 66.8%,andafforestation byclosing hillsdecreased from 36.1% to 36.1%;because of strong adaptability and high efficiency of locust.Become the main dominant species in the area of engineering;monitoring area from big to small: trees,shrubs and forests,not into woodland.(2)The project of returning farmland to forest achieved significant ecological,social and economic benefits,mainly in Pingshan County,Hebei Province: total new forest area is 44105 Hm~2,to curb soil erosion,vegetation restoration and improvement,protection of biodiversity;adjust the industrial structure of rural farmers' income.Promotion and employment become more broad.(3)Reason for restricting the Pingshan County,returning farmland to forest project is the main technology and policy,including the database can not be timely updates;consolidate the achievement difficulties;the later period management task of forest is very heavy;technical service system is not perfect.(4)Measures to promote the conversion of cropland to forest project: to strengthen the maintenance of forest resources management system,establish a monitoring system;improve the subsidy policy of returning farmland to forest;strengthening peasants' positivity of forest;improve service influence,promote the development of other industries.
