| Drought is a kind of natural disaster that causes the most severe losses and influences in China.With global climate change,extreme weather events occur more frequently.The water demand stress caused by fast regional social-economy development is also rising dramatically.Therefore,drought disaster and drought risk problem have been more and more prominent.Regional drought degree has a rising trend.Prevent and reduce regional agricultural drought disaster needs to focus on all kind of actions and measures to form a cohesive force.Reducing vulnerability and improve adapting and coping capacity efficiently is the direction for current and future integrated agricultural drought disaster mitigation.This paper introduces the concept of cohesion into the study of regional agricultural drought risk comprehensive prevention.Through typical regional drought cases in network information,combed the cause of drought disaster,disaster losses,social-economic and ecological influence of drought disaster,emergency coping measures,rescue,disaster recovery,as well as what kind of preparedness should to be done during pro-disaster and before the next round of disaster.It made clear the role and actions of the main sections and related stokeholds take part in drought disaster mitigation.The dynamic source cohesive power for drought risk control was also found out.According to the analysis of regional agricultural drought disaster mitigation cases,a detail table that reflects the cooperative actions was made.By analyzing kinds of the governments’ statistic material,the work report and work progress that relates to agriculture management,production and drought disaster mitigation,data that reflect the agricultural production background was got.Factors that affects the comprehensive prevention of drought risk was selected.Through field survey and investigation,learned that the farmers’ drought perception or awareness,disaster reduction mitigation willingness,measures and strategies are of great importance for cohesive power forming.Based on disaster system theory,using the comprehensive analysis combined with a dominant factor,according to the cohesion power source,selected the agricultural drought risk prevention cohesion index,design cohesion evaluation method.Set up the agricultural drought evaluation index system for comprehensive risk prevention cohesion on county level and village level.Evaluation indicators include two kinds of hard and soft.Among them,the softer indicators covers the organization and leadership,the management and control,science and technology,insurance,information dissemination and communication etc,.The tough indicators mainly examines the agricultural environment,matching degree between water and soil resources,the agricultural system’s adaptive capacity to drought and the ability to cope with drought and so on.Cohesive power evaluation index on county level contents two levels.First level,deal with the organization leadership,department coordination,policy support,Disaster formation environment stability,land and water resources supplement,Water Engineering and irrigation facilities security,finance and food supply satisfaction,agricultural production efficiency.The second level indicators are the different dimensions of the first level,which is put forward for assessment of the up level index.Regional agricultural drought risk preventing cohesive power index system considered both inside and outside system resources and power.The formation and influence factors of cohesive power are of difference in different periods,with the characteristics of dynamic change.Empirical analysis was made combining the reality of regional drought situation in Xingtai county.The formation and promote of regional agricultural drought risk preventing cohesive power depends not only on the response of the farm household and personal way adjustment,it also depends on efficient collaboration among the government leadership,departments,social organizations,enterprises and institutions.Long term drought risk control needs to adjust agricultural water demand and supply to equilibrium state.For current disaster reduction and sustainable development the regional drought disaster mitigation mode should be altered from emergency responses to whole cycle risk prevention. |
