After nearly twenty years of development,the golden age of the construction industry has passed,with the supply and demand of residential products gradually reached equilibrium,the seller's market completely changed to the buyer's market,the construction industry will bid farewell to the extensive development of "profiteering" stage,and gradually return to rational medium speed development.However,in the buyer's market environment,the rational development trend of the market competition does not reduce the intensity of competition in the construction industry,enterprises must be based on "customer demand",the pursuit of the ultimate quality,very low cost,and to pay great efforts to this end.The market competition is so fierce,reducing the cost has become an important way to improve the investment income of the project,but also a lot of construction enterprises are urgent to solve the problem.In recent years,with the development of project management theory,a variety of advanced management methods have been well applied in engineering practice,and cost control theory has gradually reached maturity in this process.However,in many studies and practices,enterprises and scholars focus more on the cost control in the construction process,while ignoring the project construction side.At present,under the environment of building a house market,the goal profit orientation of the construction enterprise has forced the scholars and enterprises to study and practice the cost control of the project construction party.Although many construction enterprises have realized that cost management is no longer limited to the design stage,the construction phase of cost control,but to the whole process,the whole chain of control,but how to implement,many companies have not found a good way,measures and tools.In view of this,based on the theory of project cost management,ocean natural residential construction project as an example,analyzed from the project location to early completion and acceptance of the whole process of settlement analysis of cost control problems in the process of in-depth study of cost control: the research background and research actuality analysis,design research the framework of this theory;literature research and construction project cost management based on the analysis of the factors of cost structure,each stage of management tasks and influence,expand offshore natural residential construction projects for the research of cost control theory foreshadowing;cost management of construction project with the ocean natural,clear ocean natural residential construction project cost management system,and through various stages of the project cost control,project cost control method Abstract,the basic process of project cost management;based on the qualitative analysis and quantitative analysis method based on value engineering analysis data for the whole process cost management,cost management has problems in the stages of ocean residential construction projects,the paper finally focuses on the "ocean natural" project in the project cost management problems of the comparative analysis,put forward the corresponding optimization countermeasures,and points out the direction of attention.
