High speed has become one of the main directions of transportation worldwide.The high-speed railway has been developing rapidly due to its advantages of fast running speed,large transport capacity,high safety,all-weather operation,comfortable experience,less land occupation and environment-friendly in rail transportation.According to the latest “Medium and Long-term Railway Network Plan”,China will build the traffic circle between adjacent large and medium-sized cities within 4 hours by 2030,so as to promote the cities 'synchronization and clustering.China's high-speed railway is easily interfered by various environmental disasters when running due to the long mileage,complicated geological and climate conditions.The existing dispatching and command work is rather heavy on monitoring the running train,but the level of intelligence and streamline is relatively lower in the emergency handling progress.To solve the above problem,the main objective of this paper is to analyze the correlation and its principle between various environmental disasters and indicators reflecting the influence degree of running train,as well as to put forward a design scheme of “High-Speed Railway Emergency Handling with Environmental Disaster” System aiming at the problems and key links in the process of existing emergency disposal.First off,this paper analyzed the structure,function and environment of the high-speed railway traffic dispatching system,combed the disaster-causing factors and handling measures of wind,rain,snow,lightning,earthquake,fog and intrusion,pointed out the problems of existing emergency handling progress by citing rain condition as typical.Then the paper proposed the definition of Environment Disaster Risk Analysis of High-Speed Railway based on the concept of risk analysis and characteristics of the research problem.Grey relational analysis was selected as the main research method through comparing the applicability of all kinds of risk analysis methods,as well as the basic principle was introduced.Based on the statistical data of Safety Inspection Report collected from Guangzhou Railway(Group)Corporation,this paper carried out two levels of risk analysis by use of grey relational analysis.In the first layer,the paper analyzed the correlation between the seven kinds of environmental disasters and indicators reflecting the influence degree of running train,finding that intrusion and rain were the most important factors;In the second layer,the paper analyzed the correlation between classified types of a particular disaster and the indicators by taking intrusion and rain as example,finding that small-typeforeign materials intrusion in catenary and rain accidents on the Hainan East Central Railway were the most important factors.The “Grey Relational Risk Analysis of High-Speed Railway Environment Disaster” application was developed by using the.Net platform with the benefit of the C# language and XAML language from WPF technology in order to realize the automatic calculation of grey relational value and advantage analysis.The implementation process of risk analysis and application development above can also be transplanted into other systems with similar data characteristics.Finally,the paper made an assessment according to the results of risk analysis by the fuzzy recognition model.Aiming at the low level of intelligence and streamline,both with the shortage of historical case and statistical analysis support in the environmental disasters handling progress of high-speed railway,which can cause omission,negligence,mistake and other problems to the dispatcher,the design scheme of the High-Speed Railway Emergency Handling with Environmental Disaster System was put forward following the principle of functional integration,clear flow and high efficiency on the basis of the function requirements,including the function structural design,interface flow design and database design.
