With the development of astronomy,the demand for astronomical telescope is increasing day by day.The astronomical equipment is expensive and the maintenance cost is high.The effective use of astronomical telescope is always the direction of astronomical field.This requires that the astronomical telescope must be reasonable enough in time schedule so as to ensure that the important observation target will not be affected by the telescope time schedule of unreasonable and erroneous observation time.At present,many telescope time allocation by the telescope administrator to complete,this time-consuming and inefficient,due to the need to take into account the time allocation of various factors,difficult to exhaustive,and ultimately may be unreasonable time allocation of telescope program.Moreover,the time allocation problem is a multi-objective NP-hard problem.When the application data is large,it is difficult for the telescope administrator to find the optimal solution manually.So it is very important to propose an effective telescope time allocation scheme.In this thesis,we first analyze the solution to the problem of telescope time allocation,and get the solution.Through the investigation,three important indexes of the telescope time allocation scheme are established,which are telescope utilization ratio,telescope user obtaining fairness of observation time and the scientific value brought by telescope observation.After establishing the evaluation index of telescope time allocation,the problem of telescope time allocation is modeled by formal method based on Pareto principle.Finally,we propose a time allocation scheme based on the idea of genetic algorithm to solve the telescope time allocation problem,which has two characteristics: firstly,when the initial population is constructed,the telescope timeSecondly,we use fuzzy logic to dynamically calculate the weight of each evolutionary algorithm,adjust the search direction of the algorithm.In this thesis,the following results are achieved: Based on the investigation of telescope time allocation,a feasible and efficient telescope time allocation algorithm is designed,which provides a theoretical basis for solving the telescope time allocation problem.It is compatible with the virtual observatory time management system Telescope time allocation system,for the telescope time allocation problem provides engineering solutions.
