Frequent natural disasters are seriously threatening human beings' daily life in recent years.How to plan emergency shelter and evacuation zoning have become the focus ofexperts concerned.Compared with other areas,city always has a more concentrated population and wealth which may also cause more significant casualties and economic losses when disasters strike.Shelter's location and service range are affected by spatial distribution of demand points,capacity constraints,actual evacuation distance,road conditions and so on.Reasonably considering different factors,the optimization to partition evacuation zone and plan demand points has great significance to emergency evacuation and rescue activity.Under this background,emergency shelter's relevant theories,models and methodologies were first summarized in this paper,followed by analysis to their merits and defects.According to actual situation,the key factors to affect evacuation zoning were summarized as demand points' distribution,shelter's accessibility and capacity constraints with the accessibility was limited by shelter's location and road conditions.Considering the above factors,improved Set Covering Modeland P-Median Model were used to save shelter's cost,minimize total evacuation distance and improve evacuation efficiency.Shelter's location optimization and evacuation zoning model was applied for developing a set of method system which contains mathematical,calculation and application methods.A RouteMatrix-LINGO solving method was proposed.RouteMatrix will first calculate the shortest evacuation distances and then LINGO solve the whole model.Huayuan community in Tianjin was finally chosen as astudy case.All layout priorities of shelters' alternative locations were evaulated based on the Space Analyse Technology of ArcGIS,determined the preliminary ones.The Mathematical model was then used to optimize these locations and divide emergency belongings of demand points.Finally,from data and solution effectiveness respectively,this model's practicability to actual road network and community level was further verified compared with traditional OVD and WVD methods.
