In order to enhance the work efficiency of the Water Diversion Project,to promote a smooth communication among people working on the project,and to cut down the cost of human resources,the work in the Water Diversion Project should be normalized and standardized.To reduce the man-made interference in the work,the paper designed and realized the automatic dispatch operation and management of Water Diversion Project in Wuhan which was based on Terrestrial Trunked Radio.Based on the knowledge of TETRA and the basic demands of dispatch system,the paper studied the core concepts and main functions of dispatch net,designed and implemented the automatic dispatch operation and management system of Water Diversion Project in Wuhan by adopting the designing model of MVC framework.The system researched in the project designed and realized the functions of investigation management in the earlier stage,the management of dispatch,and communication dispatch,etc.The operation of all the functions,the indication,and the data interface were all displayed on a main page,which met the needs that users could operate the systematic resource in one dispatch platform.The system realized the dispatch of speech sounds and data,which enhanced the efficiency of user cluster dispatch;in constructing the system,the projector adopted the currently fashionable browser/server mode to develop it by applying the means of B/S,Java language and SQL Server 2012 data base;the projector carried out the analysis and design of the automatic dispatch operation and management system of Water Diversion Project in Wuhan,and it was analyzed from the perspectives of feasibility,function,and performance,while the framework,function and data base were designed by means of applying the flow chart and E-R method;meanwhile,the project combined the water conservancy dispatch with water level forecasting so as to minimize the pollution to the environment and maximize the economic effect.When the system functions was tested,the project introduced the system framework and realized the functions of models in the system.Finally the projector tested the system by the engineering software.Seen from the test result,the main functions of the system could be realized well.The interface runs excellently and safely,and it is able to defend common virus attacks.The system functions well generally in all aspects,which meets the needs of water conservancy dispatch.
