Air transport environment is constantly evolving,the route network layout is reasonable,whether in uncertain environments,with robustness,determines the airline in the latter part of the development process,whether the profitability.Therefore,the scientific layout of airlines and design for the route network is very necessary.In the importance degree screening of network nodes,TOPSIS analysis is a very effective method for the importance degree ranking of nodes.It's proposed that a TOPSIS analysis method based on coefficient of variation,which overcomes the shortcomings of the traditional TOPSIS method,and directly uses the collected statistical data to calculate the weight coefficient.The TOPSIS method based on coefficient of variation is applied to the hub collection of the hub network nodes.The nodes in the route network are sorted and the hub nodes in the route network are selected to directly reduce the screening range of the hub points.In the paper,it makes a comparative analysis of the deterministic restricted hub-and-spoke hub-and-spoke network,and applies the improved TOPSIS to the genetic algorithm.As the reality of the airline business process,there is often a variety of uncertainties,such as air traffic control,weather,holiday travel peak,which results in passenger demand,transportation costs and airport capacity fluctuations.And the deterministic aeronautical network layout can't adapt to the uncertainties of the real uncertainties.Therefore,the uncertainties of OD parameters,transportation cost and capacity constraints in the route network are analyzed.The air traffic data of from 2010 to 2012 are collected and the discrete scenario set is established.At the same time,a non-strict hub network optimization model is developed.Through the solution,the change rule of the network flow in the non-strict hub-and-spoke network under the uncertain environment is analyzed,which provides a reference for the airline route layout and design.The results show that,for the non-strict hub-and-spoke network under uncertain environment,the robust optimization of the model can minimize the total network transportation cost and reduce the uncertainty of the parameter variation in a certain extent.At the same time,to a certain extent,it can reduce the impact of uncertain parameter changes lead to changes in route network layout of the situation occurs and the greatest degree guarantee the interests of airlines and passengers.
