Research On The Planning And Control Of Watershed Health In City Of Portland And Its Enlightenment

The deterioration of water environment health seriously threatens human health and life safety,and becomes an important factor restricting urban development.It is a problem that all cities in our country should focus on.The deterioration of water environment health comes from land cover and land use practices.Therefore,effective remediation and restoration of water environment health must be handled from the system on the causes and pressures that should be based on watersheds from the development of water to concern.At the urban level,watershed can be regarded as the best research scale,on the one hand to ensure the relative independence of the ecosystem and closed,on the other hand can be integrated in the sub-basin and other high-level scale to achieve the regulation of the whole basin environment.Portland is an internationally renowned city that integrates all aspects of improving the ecological health of watersheds.Portland has also played a comprehensive planning and coordination of urban planning,and has played a good planning and guiding role in all aspects of urban development.By interpreting and learning the planning and control experience of Portland,it is helpful to improve the understanding of ecological management of watershed in China's urban planning,and also to protect and maintain the ecological health of watershed.Therefore,this paper aims to study Portland City to support watershed health planning and control experience,with a view to China's urban planning planning control enlightenment.Due to the differences in the urban planning system at China and abroad,we can not only focus on the specific contents of planning and control,but should understand the thinking and logic behind planning control.Namely: how to play the role of urban planning in urban action to improve watershed health;how urban planning should use its own characteristics to play a role;the planning effect of urban planning can be reflected in which planning control level and content.Based on the experience of planning and control in Portland,this paper analyzes these problems and analyzes the shortcomings of the existing planning and control system in supporting the health of watersheds,and puts forward the method of planning and controlling optimizat ion in China.Through the Portland city planning regulations,watershed integrated management action interpretation,as well as Portland city planning and zoning regulations and the characteristics of planning control interpretation.The following conclusions can be drawn: First,the health of watershed has been affected by various aspects of urban development,and in order to improve the efficiency of urban planning to improve the health of watershed,Portland city planning has played a comprehensive and coordinated role,The city's future actions to conduct an orderly control and guidance.Second,in order to play a comprehensive and coordinated role of urban action,Portland's urban planning has played a dynamic,coordinated and flexible planning features.Third,Portland City in the comprehensive planning level of urban spatial development,urban investment plans to respond to the watershed health goals,from the zoning level of land development control standards in response to watershed health goals.Combined with the experience of Portland and the actual problems of China's current urban planning system.This paper puts forward that the comprehensive planning of cities in China should support the health of watersheds,and it needs to start from the policy formulation and implementation process of the overall planning and planning control,and improve the dynamic and interest coordination of the comprehensive planning.From the planning control content,Urban space layout,water environment protection,municipal public facilities to strengthen the three aspects of the health of watershed on the convergence.China's control of detailed planning to support watershed health,the need to improve land management interests of the coordination,flexibility,from the management of land management and control elements,standards,and strengthen the convergence of watershed health content.Finally,this paper takes the Panxi River watershed in Chongqing as an example to discuss its comprehensive management strategy and management strategy in the Panxi River watershed,the overall planning level and the control of the detailed planning of the specific planning control content to test the results of this study Practical value and feasibility.
