Analysis And Evaluation Of Express-way Project Budget Execution Result

Since 2008,The construction of a provincial highway in central China has entered a high tide,but project completion inspection is severely affected by increasingly serious “three overproof” phenomenon(final accounts exceeds budget,budget exceeds estimated budget,estimated budget exceeds imputed budget)resulting from both lack of supervision mechanism and long construction period,wide range involved as well as many factors restricted.Meanwhile,all-level supervision institutions at present focus on legal and compliance evaluation of budget execution,ignoring the economic evaluation,as a result,a further perfected economic evaluation mechanism is necessary.Based on abundant of research and data collection?reduction?assortment as well as summary,the author summarizes 37 highway projects of some province in mid-China,including estimated budget approval? final accounts exceeds estimated budget as well as sub-cost exceeds estimated budget,and analyzes crucial factors and reasons,considering estimated budget approval time and ever-phase construction and open over-estimated budget.Through the problems analysis,the author reveals the current situation of highway project estimated budget and budget execution,and makes analysis of the concerned reasons.After evaluating index mechanism construction?calculating every evaluation index? ascertaining every evaluation index weighted ratio,the author evaluates 37 highway projects estimated budget and budget execution and raises his countermeasures and suggestions accordingly.Through the analysis of highway project budget execution result and evaluation,it is concluded that the highway project budget execution of a system engineering,through the design of the highway construction,bidding,construction and completion stages,such as universal coverage project construction,land,and internal management,capital use,from a management point of view,scientific and reasonable of preliminary design approval is the foundation of execution,and well manage the project cost control is a key,strictly to do a good job of the requisition and construction unit of the internal control is the key,timely and reasonable capital plan is the necessary safeguards.
