The upper reach of Yalong River is preliminarily planned to build 1 reservoir and 11 cascade hydropower stations,among them the Jiaxi station,the Gongke station,the Xinlong station,the Lean station,the Linda station,the Renda station,the Muluo station are to be planned as the first batch.As located in a remote area of Tibetan in Sichuan with altitude over 3000 meter,all of these stations will similarily be up against such as harsh natural conditions,complex social environment,complicated geological conditions,poor industrial environment,which will lead to the longer construction period and the poor economic and technical indicator.But on the other hand,these stations have similar characteristics such as the relatively small scale,the matured dam design,the same owner and being planned to build at the same period.So,according to the above,in order to reduce construction and management cost,and also to optimize the economic and technical indicators,we should plan as a whole on the start time,the dam style,the electromechanical equipment selection,materials supply,auxiliary project,land requisition and resettlement program,manpower allocation,and environmental protection and water conservation project of these stations.According to preliminary estimates,only the first batch of seven stations will need main materials(cement,rebar,steel,wood)more than 303 million tons in the period of construction,so the planning as a whole on the main materials supply is very important.This paper mainly aims at the planning as a whole on materials supply of the first batch of cascade hydropower stations on the upper Yalong River.The paper has demonstrated the necessity and feasibility,and has studied the selection of location and size of material transfer station location,and also has studed the transferring station location and materials supply management system on the basis of the theories and methods of multi-project management.Initial results have been achieved,mainly as follows:(1)The paper studies the demand for the overall supplies of building the first batch of seven upstream hydropower stations and comes out that we should construct the Ganzi Tuoba material transfer station and Xinlong Heping material transfer station at the same time which could make the lowest total cost targets;(2)According to the principle of balancing the construction of multi-projects,restrained by the highest demand of a whole year,the paper makes an initial analysis on the scale of material transfer stations and gives some advice on the ilka construction start time of the cascade stations as well;(3)After absorbing the experience of materials supply integrated management in building Jinping I,Jinping Ⅱ,Guandi hydropower stations and the other huge hydropower stations,the paper gives a new idea “ the owner overall manages and gives assistance in supply”;According to the new idea of "integrated management by the owners,assistance in management",we should plan as a whole manage on the supplies of building stations on the upper reaches of the Yalong River,including management principles,organizational structure and systems,quality management,supply management,responsibility and rights.The study will be guide onthe practice on material supply for building the first batch of seven upstream hydropower stations,and also have a reference value for the supply management of similar hydropower stations.
