Research On Constitution About Total Loss Of Safety Accident Of Construction Enterprises

The safety accident in construction enterprises has brought huge life and property loss to the country,society,enterprise,worker and their family.At the same time,it brings construction enterprises image and social stability serious negative impact.The structure and measurement of the accident is a difficult problem in domestic and international theoretical and engineering circles.At present,the definition of the loss is following the “Statistical Standard of Economic Losses from Injury-Fatal Accidents of Enterprise Staff and Workers”(GB6721-86).Following are some problems of the Standard: first,the definition for direct-loss and indirect-loss in the Standard is imperfect,the definition is not clear and there are repeated calculation programs;Second,it is drafted to evaluate the economic losses and economic benefits of the enterprises,which is not covered the non-economic losses and not applicable to the construction enterprise;In addition,from the point of view of the construction enterprise,there are no accounting subjects to census accident losses in the enterprise,so the above problems need to be urgently studied.Based on the integration of domestic and international classification system of accident loss,this study classified the safety accident loss into four aspects: direct economic loss,indirect economic loss,direct non-economic loss and indirect non-economic loss,which is trying to list all the losses associated with the construction industry objectively and comprehensively.This research focuses on explaining the connotation of each loss,and determines each of the losses from the perspective of legal regulations and enterprises.Finally,the research works out a total loss table of construction of China's construction industry safety management characteristics of safety accidents.Then a safety accident example of the construction industry is analyzed comparatively on the basis of the table.Finally,it gives the conclusion and puts forward some reasonable suggestions to the construction industry enterprises.The achievement can be used not only as the basic information of government safety regulatory efficiency analysis,also as the basis of enterprise safety management investment and performance analysis,so that the efficiency of government safety regulation can be improved,the effectiveness of enterprise safety management can be increased,and the sustainable development of the construction industry will be realized.
