In recent years, with the growth of national economy, civil aviation industry has also obtained an opportunity of great development. The demand for civil aviation transportation continues to expand, and the volume of air traffic control has gradually increased. With the growth of flight volume, air traffic control work is facing many challenges. In order to ensure the safety, normality and efficiency of flights to meet the development of civil aviation, the electronic process is urgently demanded. The limitations of using traditional paper process sheet is more and more obvious in the future, so the electrification of process sheet is particularly important. The use of electronic process sheet can greatly improve the work efficiency of the tower controllers and improve the safety of air traffic control. This thesis studies and realizes an independent electronic process sheet system, which will take the place of paper process sheet. This system will upgrade the tower paper process sheet and implement the control without papers. It will improve the control efficiency, and enhance air traffic control safety.Firstly, the control flow processes out for airport towers are studied. According to the needs of the tower controllers, the system hardware platform is built. The hardware platform consist of data connection server, data processing server and data display terminal. Data switching is realized through network. According to the process of the tower control, the functions of electronic process sheet system for Airport have been researched and designed, including release permit module, ground control module, tower control module. This thesis also studies the technology of the assistant decision making self-learning knowledge base of flight telegram and the system security. Finally, the software test platform of electronic process sheet system airport is designed and implemented. The test of user experience for tower controllers is carried out in Shenyang Tao Xian Airport. The software testing platform is consistent with the design system with the aspects of hardware and software functions. With the software test platform, the software test, evaluation and upgrading can be fulfilled; meanwhile, the management and verification of hardware configuration and parameters can be performed, and the operation and control of the whole system can be achieved.In this thesis, the design of electronic process sheet system has successfully realized the access to external information the processing of flight plan and other information. This has received recognition in the user experience.This thesis designs and realizes the management system of the electronic process sheet, can be applied in the area of air traffic control automation system which cannot be upgraded at present. With the tower electronic process sheet applied in these areas, the work efficiency of tower controllers will be improved, and the air traffic control safety will be enhanced.
