Reconstruction of new water supply facilities to ensure the safety of water supply is an important prerequisite for Lushan County to promote post-disaster reconstruction. Therefore, after the scientific demonstration, careful design and construction, construction of a modern water plant, has a very important significance of post-disaster recovery and development at Lushan County.With the development of the city, the progress of technology, the improvement of people’s living standards, the city’s efficient and safe water supply has a higher demand, so the water plant’s electrical control system also put forward higher requirements.The paper mainly completes the whole plant load calculation, transformer, diesel generator capacity selection, lOkV power distribution system, low voltage distribution system, reactive power compensation and energy metering device, electrical control system,electrical protection function,lighting system, lightning protection grounding system, cable laying System, automatic control system, on-line detection instrument, video surveillance system, security system and other content design.In this paper, by summarizing the changes and the mandatory provisions and the countermeasures in the new electrical norms in recent years, aiming at the new construction project of Longmen Waterworks in Lushan County, according to the engineering experience and the current technological development, this paper completes the whole plant electrical,automatic control and security system design, to determine the major equipment selection and technical requirements for the future water plant electrical control design work provides a reference.The project uses the bus technology, intelligent meter technology, PLC control technology, process analysis instrument technology, touch-type human-computer interaction technology, wireless communication technology, IP video surveillance technology,electronic pulse fence technology, and use 10kV ring network cabinet, high pressure load Switch, dry-type transformers, low-voltage fixed separation counters, automatic reactive power compensation devices, frame circuit breakers, current limiting molded case circuit breakers, frequency converters, soft starters and other equipment to build a medium-sized water plant electrical control system.Summed up the medium-sized water plant electrical control design should be considered in the energy-saving measures: a reasonable choice of the economic load factor of the transformer, shorten the power supply radius, the appropriate amplification of cable cross-section; high power pump fan using frequency control, transformers, lamps and other energy-saving equipment; Designed to use a reasonable mode of operation.Summed up the medium-sized water plant electrical control design should be considered personnel and operational safety measures: power distribution and diesel generator room in accordance with the fire design, and set the emergency lighting; integrated building emergency, evacuation lighting; chlorine, Such as by the explosion-proof area design, chlorine set between the chlorine alarm and so on.Bus technology,the use of smart meter technology to reduce the number of laying the cable on the scene, reducing the cost, and the power system parameters can be uploaded to the PLC for real-time monitoring; PLC technology, process analysis instrument technology to improve the reliability of the automatic control system Stability, and scalability;touch-type human-computer interaction technology, so that staff can be observed in the various sub-station real-time operation of the water plant; wireless communication technology so that the water can be real-time monitoring of water intake pump room to ensure that the water Operation of the safe and controllable; IP video surveillance technology and electronic fence technology to ensure water production safety, energy efficiency measures to effectively reduce the water plant’s energy consumption, safety measures to ensure the safe and reliable operation of the water plant, the project has been completed acceptance , And achieved good running results and social benefits, this design effectively improve the operation of the water plant reliability, automation management level and safety level, and the future water plant electrical control design has some reference value.
