In the classic research the line plan, in order to simplify the model reasonably, the railway passenger transport system is usually set as a closed system, and that the choice of railway passenger flow is fixed, essentially cut off the railway enterprises and other transport enterprises in the integrated transport market in the competitive relationship,limiting the freedom of travel options. With the development of economy, all the transport enterprises are highly competitive, competing to launch new passenger products, passenger consumption level changes significantly, the right to enhance, which means the difference between the system closure hypothesis and the passenger deterministic hypothesis in the traditional program optimization model is getting bigger and bigger than the actual situation.In order to make the development of the program more scientific and reasonable, in line with the reality,it is necessary to release the closed railway system,liberate the freedom of passengers and make the use of new theoretical methods to carry out more in-depth study.This paper first introduces the basic theory of the program, analyzes the costs associated with the program,establishes the corresponding cost function,then construct a new transfer network - integrated transfer network, which contains all the information of the passenger product, it can simulate the passenger travel behavior in the integrated transport market, and the corresponding passenger flow distribution model and the algorithm are designed. Finally, this paper introduces the game theory, and analyzes and combs all kinds of game relations in the integrated transportation market. On this basis,a two-layer game model is established to describe it,and a genetic algorithm is designed to optimize all the elements of line plan. The validity of the model and algorithm is verified in the case analysis of Guiguang high-speed rail.
