With the speeding up of urbanization process in China,urban planning is more and more important.But for the time being,still leading by land-use planning,the existing urban planning system that mainly relate to the energy,such as the electricity,heating and gas systems is proceed with the municipal infrastructure,without taking the initiative to combine rational use of energy and energy-saving with urban planning.Community energy planning is a long-term plan of building energy systems and energy consumption according to the regional building energy demand and energy supply situation in the construction of the region.Based on the study of the energy supply characteristics and architectural features in cold area,the research target is to achieve efficient utilization and the balance of supply and demand in regional energy,and construction of low carbon energy saving.The potential of conventional resources of energy and renewable energy of demand side were analyzed.After tested,calculated and analyzed,we found that the potential of natural gas,solar,geothermal and wind can meet the requirements of future development,but the power supply had low reliability.The dynamic loads of community buildings were analyzed and predicted.The simulation models were established with DeST software for the various buildings:office buildings,business buildings,hotel buildings and housing constructions,and the simplified method of typical building was used to simplify the simulation models in the area.The result showed that the potential of the saving energy of demand side was 16%compared with the traditional way.The plan of community energy systems was analyzed.The basic planning conceptions of the energy system and energy infrastructure of the commercial and service core area were put forward.Based on energy supplying status,resource condition analysis,building heat and cool load prediction and distribution,a systematic form that combines the distributed energy system and heat pumps was put forward and analyzes the energy efficiency of this system was analyzed,which was 199%.The planning of utility tunnels was put forward.The environmental impact assessment method was analyzed.The technological process of using LEAP model in predicting the carbon emissions in community energy planning was analyzed.Two scenarios were set up.which were the baseline scenario and the community energy planning scenario.The environmental impacts of energy were simulated based on the study of community energy system planning.The results showed that the carbon emission levels were reduced by 44%.This study plays an exemplary role in application of community energy planning in cold regions in China.An effective solution for energy system planning has been provided.
