Evaluation Of The Sustainable Development Of Water Resources In Wolong Lake Ecological Reserve Based On Bossel Index System

With the development of human and social progress,the demand for water resource is outstanding increasing,how to achieve the development and utilization of water resources in an effective and continuous way to realize sustainable utilization prerequisite in the premise of society development,has become the primary problem of resources and environment in twenty-first Century with the whole world universal attention.Wolong Lake of Kangping County ecological protected zone plays an important role to adjust regional climate,supplement the groundwater,support the social economy development in the region.In recent years,Kangping County local high-speed economic development increased regional water resources load.Due to the interaction of many factors,the Wolong lake wetland ecosystem of ecological protection zone had been severely damaged,the bearing capacity of water resources had been weakened.How to maintain the region social economic development and water resource coordination,has become an important issue.In this paper,sustainable development of water resources of Kangping County was evaluated.First of all,quantitative research on the development of the regional social economy has been made.Secondly,the evaluation analysis of water resources sustainable development level of Wolong lake ecological protection zone has been made through the establishment of evaluation index system of water resources sustainable development.The following research results was obtained.(1)Principal component analysis was employed as the method to evaluate the level of Kangping county’s economic development during 2007～2011,the analysis showed that the economic development index of 2005～2011 are:-2.98,-1.44,-0.27,1.91,2.78.Using 2005 as the base year,increased respectively by 1.54,2.71,4.89,5.76,of which 2009～2010 year’s growth were most rapid.The analysis obtained that the Kangping County’s development of the local economy was steadily and rapidly in recent years.Industrial production volume of wastewater and urban sewage emissions will increase as the industrial production and urbanization rate increasing,brought pressure on the sustainable development of regional water resources,will cause some damage to the water resources potential in this area.(2)Entity-Attribute method and Bossel theoretical frame was employed to construct anassessment indicator system.In order to describe the development trend of regional sustainable development of water resources composite system and water resources,social economy,natural subsystem,six basic types of directional indicators include,survival,efficiency,freedom,safety,adaptation and coexistence was employed.In order to get the development potential values of sustainable water resources system,index value of subsystems was calculated.Wolong lake protection zone of water resources sustainable development trend was increasing year by year from 2007 to 2009,the growth rate was 2.7%,5.1%,2011 2010,slow growth trend in 2008 rose 2.7%;degree of sustainable development system,in 2009 and 2010 respectively decreased 4.1%,2.7%,2007 to 2011 coordination index declined in 2008 3.5%;as the base year,to the index system of sustainable development of water resources of fairness in 2011 dropped by 2%,but the overall downward trend;the system of water resources sustainable development into the weak sustainable and has been in a weak sustainable edge in 2009,from the degree of sustainability of water resources are on a downward trend in 2009.(3)Perspective the evaluation the social and economic development of Kangping County,The wolong lake ecological reserve coordination degree between social economy,water resources,natural subsystem is low,the economic development of pollution degree is better than the degree of protection of water resources and environmental control,the sustainable of water resources of ecological protection zone was affected.(4)According to the problem of sustainable development,this paper presents strategies to protect the sustainable water resources in Wolong Lake:optimize the local economic structure,development high tech industry;Reduce waste water,waste emissions,promote the construction of wastewater treatment plant;Control pesticide and fertilizer amount,prevention and monitoring water pollution.
