As one of the most important control and protection equipment in electric power system, high voltage circuit breakers plays the dual role of power distribution and equipment protection, whose condition status will directly affect the safe operation of power system. The majority of accidents in high voltage circuit breakers arouses from mechanical reasons. As essential opening and closing component of high voltage circuit breakers, spring actuator's operation reliability and stability directly determines its performance. This paper firstly analyzes the typical structure of the high voltage circuit breaker, then introduces the operating system of the circuit breaker, and finally analyzes the fault type of the spring operating mechanism. On this basis,a circuit breaker on-line monitoring system based on ARM chip and FPGA chip is designed. The system consists of two chips to form master-slave relationship and cooperative control. In this paper, the hardware circuit design of each module of the system is described in detail, and each module of the software is designed separately.Through the design of hardware and software, circuit breaker can be realized on-line monitoring,in order to provide data support for the following fault diagnosis. Finally, this paper presents two kinds of circuit breaker fault diagnosis methods, which are based on linear discriminant analysis and SVM intelligent fault diagnosis method of circuit breakers and an improved DAG-SVM algorithm in highvoltage circuit breaker fault diagnosis application,The analysis of the examples shows that the method proposed in this paper has a high accuracy in distinguishing the fault types of circuit breakers.
