Research On The Evaluation Of Training Quality Of Ocean Senior Officers Of Company A

As a result of trade liberalization's and economic globalization's acceleration,China's shipping industry, as one of the pillar industries of national economy, has undertaken about 90 percent of foreign trade transportation volume, so China's maritime education and training is particularly important in the shipping industry. China is also one of the class A members in the International Maritime Organization, China has a good foundation and abundant experience in maritime education and training long ago, but not until now, as the great changes of the current international trade and world economic structure happen time to time, and a reference of the domestic and foreign papers shows that the status of Maritime Education in China has been left behind by a lot of countries developed in shipping industry, what's the most obvious is that China's crew especially ocean senior officers' team development is not ideal to satisfy our country's and the world shipping industry's requirements from the perspective of crew's quality and quantity, so it is very difficult for crew to find a job in the foreign shipping company, Therefore,processing the evaluation of crew training quality and put forward relevant suggestions on improving China's maritime education and training system and the management level is very necessary, in order to make China a shipping developed country.After a reference of "standards of training, certification and watchkeeping convention national standards" and the "People's Republic of China crew training management rules", this paper takes the ocean shipping company A as the research object and analyzes the specific factors that affect the quality of training, and after consulting a lot of paper about the evaluation on crew training in the same time, under the guidance of experts of Dalian Maritime University and Mariners College of Company A, this paper establishes the evaluation index system of the training quality,and uses data for mathematical processing to evaluate the training quality based on the Dempster/Shafer evidence theory ,according to the principle of maximum degree of membership, the results show that the evaluation of this company's current maritime education and training system is general. The evaluation results provide a reference for maritime education and training institutions of company A, but also provide a practical method for the evaluation of the quality of training of other ocean senior officers.
