Li Shui City is located in the middle reaches of Oujiang River,a subtropical monsoon climate zone.With frequent visits of extreme weather conditions such as violent seasonal typhoons,thunderstorms,freezing hazards and flood disasters,it is vulnerable to large area blackouts.The flood disaster on August 20 of year 2014 had caused 29 10 Kv power lines tripped or stopped,260 power districts without power supply,47 administrative villages and 28,897 households in blackout.On that day,the line of the City Flood Prevention Department wasn't connectable,and the emergency command center couldn't access to any information in real-time,and thus couldn't give any unified orders.The disconnection between different departments heavily blunted the efficiency of fault isolation,electricity recovery,emergency rescue,and production recovery.The emergency system involves various subjects and complicated processes,and it also requires quick response.However,the processes of information communication,resources allocation and decision making make the response time longer,thus leading to heavier losses and longer blackout.If the objective is to improve the level of emergency management of power distribution network,and enhance the speed and quality of emergency rescue operations,Li Shui Power Supply Company must optimize the current emergency command system,improve the hazard and disaster prediction and quick response commanding system,establish power distribution network warning and quick response platform,and make full use of social public information to build a social public resources linkage mechanism.Scientific evaluation and decision-making shall be conducted by extensively collecting information relating to the distribution network disaster warning inside and outside the electrical power system based on the existing government framework.To organize an effective emergency repair,real-time audio and video information of the site conditions will be delivered through the system.Public resource information on meteorology,hydrology,ice coating,road monitoring,geological disasters,road traffic,residential property management and topography are integrated and combined with the network frame topology,facility environment monitoring,sales & delivery data and distribution network user information for a comprehensive analysis.On-site treatment will be carried out under the instructions of the emergency disaster warning command team with technological support from Baidu panoramic map,3G video monitoring,and Tianyi Group Calling,which will facilitate the process of electricity recovery.With the sales & delivery data collected and analyzed,the repair work will be actively conducted.With efficient integration of information data and functional procedure,the basic data architecture will be set up for the decision making of the emergency repair and the daily production management.With the upgrading of power distribution facility,the lean management of environmental monitoring,the improvement of flood prevention and control area,and the research and application of the temporary power source transfer devices,a sound disaster warning commanding system for the power distribution network will be set up.
