With the rapid development of the national economy and the continuous improvement of people’s living levels, the soaring electric power consumption has made power construction accelerated by continuous. In such large-scale investment and construction activities, effective scheduling management will not just make the project put into operation to produce benefits as soon as possible, but reduce the occupation of funds.Reasonable project schedule is the premise and guarantee of effective schedule management. Therefore, how to compile and optimize the project construction schedule to achieve balanced construction and to achieve the shortest period have important practical significance. In the current research of RCPSP,the problem of activity splitting is a hot research topic.Allowing activity splitting in project scheduling could avoid the pulse variation of resources consumptions,so that the input is more balanced,it has important significance for RCPSP targeted either in resource balance or shortest makespan. However, activity splitting theory is difficult to play in practical area of electric power engineering. It is because in a practical work,to interrupt an ongoing process means that all the laborers, materials and machinery in use need to be transferred to other place and to protect current working face. And those means cost of time and expense.A scheduling scheme that forcibly splite activities may do more harm than good in the practical work.In order to bridge the gap between the theory and the engineering practice, this paper will distinguish the activity splitting that will not consume additional time and resources from other types. Then compare the size of their role in scheduling optimization. This paper firstly summarizes the current status of international and domestic RCPSP research results in detailed. Then it expounds the relevant theory of project schedule optimization. On this basis, the article analyzes the role of preemptive activity splitting in optimizing the project schedule from the perspective of balancing the critical-resource and establishes three mathematical models for project scheduling problem under three scenarios, preemptive splitting, only splitting on resource blanking periods, and without activity splitting, respectively. In addition,it utilizes precedence-based branch-and-bound algorithm to find optimal solutions. Finally, numerical cases are studied to achieve the comparison result of the schedules of electric power project construction under three different scenarios.
