Currently,Kulangsu has been recommended by the Chinese government to apply for the world cultural heritage.As a heritage site,there is a very huge engineering system to be carried out on Kulangsu island,that includes,daily protection and management of the carrier of its world heritage value,protection and restoration of historic building,environment maintenance,historical and cultural interpretation and display of heritage sites,etc.Firstly,this paper briefly analyzes the carrier what carries the outstanding universal value of the historical settlement from the aspects of the natural landscape,the built environment,the non-material level and the community spirit.Then to the perspective of historic urban landscape approach,do the discussion about how to conduct a comprehensive and sustainable protection of the value carries at the "top-down" level that heritage sites conservation and management planning,as well as the "bottom-up" level that public participation.Which we should focus is the analysis in public participation level.Through the preparation and publish of the?Guidelines For Protection And Utilization Of Historical Architecture Of Kulangsu?,the cultural heritage protection work of Kulangsu can be conducted by the cooperation of the local residents,homeowners,building facilities user,architecture designer,construction and decoration team,and local government.The guidelines take the protection of elements that reflect the value of historic architectures as a goal.And it is divided into historical background,understanding the building,building maintenance and protection and rational utilization of building these chapters.People at all levels from the residents to the government can be guided to complete the protection and utilization work together step by step.This approach guides the maintenance of historic buildings and historical streets,reasonable using and value exhibition in Kulangsu,which is based on promoting the cognitive of heritage value and its carrier and taking means of regulated and heuristic rules.In the process of public participation in protection,homeowners can improve the cultural identity of Kulangsu as the historic community.Meanwhile tourists can also increase the cognition of the world heritage value of Kulangsu.Then the final goals that to rebuild the historic cultural and spirits of Kulangsu can be achieved.Hope to explore the possibility of urban landscape approach more generally used in the historic town through the practice of Kulangsu.
