Study On Safety Management Of Fishing Port In Guangdong Province

Fishery is an important part of agriculture in China,and fishery production safety is affected by many factors.Fishing ports are sheltered bays for fishermen and fishing vessels,and fishing ports safety management has a very important significance to improve fishery production,guarantee fishermen's safety.Guangdong is a big ocean province with a coastline of 4114 kilometers.In 2016 the province had the registered marine motored fishing vessels of more than 56313,accounting for 19% of the total marine motored fishing vessels in China;and had traditional coastal fishermen of more than 700000 people.Guangdong Province has 136 fishing ports of various types,with a sheltering capacity of holding 13000 fishing vessels.As the world climate gets warmer,marine extreme weather disasters become more frequent and more intensive,and the situation for wind-sheltering and disaster alleviation becomes more severe.Guangdong Province is one of the areas worst affected by the typhoon,and the annual average landing number of typhoon ranks first in the country.All these make severe impacts on the fishery production safety in Guangdong province,and to ensure the construction of fishing ports to provide safety for fishery production is a priority.Therefore,strengthening the researches on the safety management of fishing ports has important practical significance and value for the protection of fishery production safety in Guangdong province.The article analyzes the present status of fishing ports safety management in Guangdong province from the aspects of fishing ports construction right and responsibility,fishery production safety supervision,fishing ports safety management modes,fishing ports safety management team;and discusses on the problems regarding fishing ports construction and utilization,fishing vessels safety management in harbors,fishery production safety management,fishing ports safety management team;and puts forward some countermeasures on improvement of fishing ports safety management in Guangdong province.Learning from practical experience of domestic and international fishing safety management,the fishing ports security management in Guangdong province can be improved through the following measures: make scientific planning and accelerate the construction of fishing ports;take measures to strengthen the standardized management of fishing vessels;strengthen training and public awareness,improve the overall quality of the fishermen;strengthen production safety management;strengthen safety management team building,improve the management level;improve the fishing port safety management system and policy making,complete the relevant laws and regulations.
