Research On Track Safety Standards Of Railway

Railway track facilities equipment is an essential part of the railway, its integrity and quality state has the most direct and the most significant impact on the transportation safety,is the precondition of the railway transport safety guarantee. Worldwide railway catastrophic accident, many of them are track facilities caused by equipment failure.Therefore, each country attaches great importance to the railway track facilities equipment safety.This paper studies the national railway safety supervision system, major foreign railway track abroad the main content of the safety standards or relevant technical requirements and the legal basis and basic principles, based on the theories of safety risk prevention and control analysis of the main security risks of railway track in China, it is concluded that need in the safety standards focus on prevention and control of risk points,gives the design of our country basic principles, key elements of railway safety standards and establish the basis, and to carry out the work.Railway safety management system in various countries have different characteristics,different, mostly on the country’s political, economic and cultural characteristics, combined with historical development experience. Some countries need for railway supervision, form a clear safety standards,as the basic safety requirements to become to the laws and regulations. Some countries have connectivity between regions, in the international political and economic form a unified interoperability requirements,including safety as the first demand was put forward. In some countries only general requirements are given,the main responsibility of the liable to develop safety standards, the main responsibility of the government doing moderate regulation.China’s railway network scale,development speed,high technical standard,high-speed than major, traffic density, the external environment is complex, a safe and more severe challenges. Rail safety is a matter of people’s lives and property security and national development strategy, especially in recent ten years the rapid development of high-speed, line mileage rapidly increase, the railway construction and operation safety faces new challenges, to ensure railway safety work is the top priority.2013 China’s railway has a separate government functions from enterprise management, only the safety regulators have been established, smooth running of the safety management regulations and regulatory business still has a long way to go. As a result, the relationship between safety management, clear enterprise’s safety production responsibility and the regulation of the government responsibility, through revising laws and regulations, and establish the safety standard system is a good way.In this paper, using the theory of safety risk analysis and prevention and control analyzes the main risk source of China’s railway line; Gives the design of railway safety standards in our country the basic principles, key elements, and established on the basis of;In this paper, based on existing technology research foundation and the foreign standards,the preliminary for line safety standards in China are put forward,and suggest that there are some disadvantages in, need further study in the future work, and ultimately through the legalization process was established.
