The post-evaluation of water allocation schemes is important to summarize experience and promote the implementation and improvement of the scheme.As the current evaluation of water allocation schemes focused on the implementation effect of the schemes,so there is lack of evaluation on the scheme itself and its implement--tation process.In addition,the commonly used assessment method is cumbersome and subjective.Therefore,this paper has made the following research on the post-evaluation of water allocation scheme:After reviewing the research background and research significance of the paper,the research status of the evaluation index system and evaluation method of the water allocation scheme are summarized,then obtains the research content and technical route of this paper.On the basis of analyzing the concept,goals,basic principles and distribution elements of water allocation,the paper summarizes the concrete process of water allocation scheme and its implementation.Based on this,the concept,objectives and principles of post-evaluation of water allocation scheme are analyzed.Then analyzed and summarized general methods such as comparative analysis,logical framework method,analytic hierarchy process,fuzzy comprehensive evaluation method,and so on.Based on the analysis of the characteristics of the evaluation of the water allocation scheme,the paper analyzes the principle of determining the index system.On this basis,drawed lessons from the post-evaluation index system of construction projects and and legislation.So as to establish the structure and content of the evaluation index system of the water allocation scheme evaluation.Then,Cronbach’s coherence coefficient Alpha is used to analyze the reliability of the index system,and the validity coefficient is used to test the validity of the index system.Finally,based on the analysis of existing common weight determination methods,the weights of the index system are determined by combined method of ANP and entropy method.On the basis of summarizing the basic principles and basic characteristics of non-negative matrix factorization,a post-evaluation model based on nonnegative matrix factorization is established.The model used NMF to decompose the data matrix in to the base vector and the weight vector to the largest approximation degree.Then the base vector is taken as an assessment basis of the evaluation index,and the weight vector is used for grading the evaluation scheme.Then used combined method of ANP and entropy method and the post-evaluation model based on non-negative matrix decomposition principle for post-evaluation of water allocation scheme.Based on the water quality allocation index system and method model established in this paper,the post-evaluation of the water allocation scheme of Luanhe River water diversion is given.The results show that the comprehensive evaluation grade of the scheme is good.Based on the evaluation results,the paper puts forward some suggestions on the revision of water allocation scheme.Finally,all the contents are systematically summed up and points out the problem that the article needs to be further solved and the direction of the next research. |
