Rapid industrialization and urbanization,while promoting the urban population and economic development,but also caused the city to increase the risk of disaster and the impact of disasters.After the Wenchuan earthquake,in order to cope with the sudden disaster in the city,to protect the safety of the personnel and property of the city,the construction of disaster relief and emergency shelters in cities has been de veloping rapidly.Petroleum and Gas Resource-Intensive C ity,as a special type of formation based on the exploitation of oil and gas resources of the city,in both the general situation and character of city disaster at the same time,also has its own characteristics of oil and gas resources and disaster situation.Therefore,for Petroleum and Gas Resource-Intensive C ity,whether the current general safety emergency shelter planning and construction layout can meet the special needs of oil and gas resource-based urban disaster reduction how to conduct scientific evaluation for Petroleum and Gas Resource-Intensive C ity emergency shelter space layout,is assigned to the urgent task of our times.At present,the evaluation of spatial distribution of emergency s helters is still in the exploratory stage,many domestic and foreign scholars to "fairness and efficiency" principle,evaluate the space layout from the "accessibility" and "service efficiency" angle.Based on the current emergency shelter planning and actual construction,this paper builds three levels of oil and gas resources city emergency shelter space layout evaluation system with the characteristics of Petroleum and Gas Resource-Intensive C ity and the disaster as the foundation,proposed from the "sec urity","service quality","accessibility" to evaluate Petroleum and Gas Resource-Intensive C ity emergency shelter space layout and whether the function of emergency shelter can be fully exploited,whether access to emergency shelter and whether the results are fair and whether to optimize the space allocation of emergency shelter.According to the results of quantitative evaluation,the comprehensive evaluation result is judged from three aspects,which are spatial location suitability,spatial distributio n and spatial service ability.Among them,damage area assessment method combined with ArcGIS spatial analysis is used to evaluate the safety.the service quality evaluation is based on service range division and evaluated by index.The weighted Voronoi graph model is used to divide the service area,and the AHP method is used to calculate the weight of the influence factors.Accessibility evaluation based on actual shelter evacuation road network,using the method of Arc GIS network analysis to evaluate.Taking Dongying city as an example of empirical research,and based on the results of empirical research,the paper this paper puts forward some suggestions for the planning and construction of emergency shelters in the Petroleum and Gas Resource-Intensive C ity,hoping to provide a reference for future research in related fields.
