The loss caused by flood disaster is the most serious in the natural disasters.With the development of social economy and the acceleration of urbanization process,flood losses also increase more and more heavily.Dynamic simulation of the flood evolution process,and formulate the corresponding risk aversion transfer program,which can effectively deal with the emergency risk and reduce the loss of flood disaster.In recent years,computer technology,especially GIS Technology,is widely used in non-engineering measures of flood control and disaster mitigation,study the flood victims safe-haven transfers will gradually become the focus of flood control and disaster mitigation work.In this paper,Qingtongxia flood control protected zone,Ningxia section of the Yellow River,which suffered a 100-year flood is taken as an example,A two-dimensional coupled hydrodynamic model and risk aversion transfers analytical method based on GIS are applied to the flood simulation calculation and optimization study on risk aversion transfers,The main research contents and conclusions are as follows:(1)A two-dimensional coupled hydrodynamic model of Ningxia section of the Yellow River and the flood control protected zone is established,carry out parameter calibration and rationality analysis,the results meet the requirements of the flood risk analysis.Based on this,two typical plan of dyke were simulated.Through the statistical analysis to the simulation results of submerged water depth,velocity of flood,flood forward arrival time,the submerge period,get flood risk in flood control protected zone when encounter a once-in-a-century flood.(2)According to the results of the flood risk,safety area,safety unit,transfer method and transfer people in flood control protected zone are determined based on GIS.Through the analysis of the resettlement area impact factor,analytic hierarchy process is used to optimize resettlement area.Based on this,Dijkstra algorithm and the GIS network analysis tool are used to determine the optimal route.Finally determine the best hedge transfers.(3)Using the powerful data processing function and mapping function of GIS,safety area,safety unit,resettlement area and the optimal transfer route are shown in the form of graphics and text elements.Besides,fusion geography and the basic flood of information,draw clear and intuitive safe-haven transfer map.The results can provide basic information in qingtongxia flood control protected zone in Ningxia section of the Yellow River for flood control and disaster relief,risk aversion transfers,land management in flood risk area,strengthen the consciousness of the national flood and flood impact assessment.Meanwhile,it’s important to improve the regional flood disaster preparedness,reduce flood damage,and promote the healthy development of social economy in the flood control protected zone. |
