As complicated system engineering of passenger transportation, rail transit vehicle covers full range of disciplines, professions as well as technical status management of tens of thousands of components, product quality subject to scientific, strict and constantly-optimized design & development flow is vital to success of enterprise. International developed countries implement safety monitor mode in the way of third party independent safety audit, while this is undertaken by customer and car builder in China domestic. Facing more and more competitive market, to realize "going-global" target, ZCSF have to strengthen demand trace management and constant optimized R&D flow by referring to international ISA (independent safety audit) experiences.This paper takes first ISA in China for Wenzhou regional EMU R&D as example. Work structure decomposition, responsibility allocation and risk management was made in implementation promote project efficiently. By baseline analysis method, this paper analyze ZCSF R&D flow status of ISA, find out problems and carried out analysis, propose flow optimization objective; analyzed human, machine, material, method and environment which influence flow optimization in reason-result analysis method, by taking decision-making tree for scientific decision on demand trace management software which affect project implementation. Wenzhou Regional EMU research project passed ISA evaluation of design phase in May,2016, the experiences is excellent demonstration of safety monitor mode for customers. In purpose of popularizing ISA experiences of Wenzhou Regional R&D project and introducing demand management R&D optimization result, ZCSF optimized current EMU R&D flow. By system guarantee, organization design, power distribution and human resource cultivation to popularize step by step, optimize constantly, conduct second time development and consolidate optimization flow result based on Teamcenter platform.Under background of national strategy of "one belt one road", rail transit vehicle ISA popularization is beneficial to tailor customer’s demand, enhance safety, reliability, availability and maintainability. Integrating demand management into R&D platform to realize demand grid and trace management is beneficial to " lean R&D " platform mixed with project management, professional management and knowledge management, to enhance innovative competence of ZCSF. |
