HuangLongTan Hydropower Plant of HuBei Province is a representative of multiple large-scale hydropower plants of China.It has the characteristics of being antique,with data updated with delay and with operation management skill which is backward.This plant lacks a systematic methods of floods prevention and efficiency enhancement which restricts the economic benefit.Especially when PanKou Hydropower Plant comes into service,which is located in the upstream of HuangLongTan,the flow condition and the requirement of flood prevention to HuangLongTan have changed dramatically.These two-plants-system is a typical combination of different investors,so the object of this study is rather different from traditional joint reservoir operation.In this study,multiple kinds of characteristics of HuangLongTan Plant are updated and the operation regulations of PanKou Plant are taken into consideration.Dynamic flood control level is introduced to HuangLongTan and a new irrigation mapping technology is used to estimate the irrigation flow of the reservoir.Based on these updated characteristics,new optimized reservoir operation chart is made and economic operation method is formulated.The main research contents and results are as follows:1)As for HuangLongTan reservoir,recheck the flood control level and use the Monte Carlo method to calculate the dynamic flood control level during the three flood seasons in one year.2)HuangLongTan reservoir undertakes the irrigation flow for the downstream cropland while the census data hasn't been updated in recent years.This study uses the Google Earth high resolution image to supervise the MODIS-NDVI medium resolution image to map the irrigation area of the cornfield at the downstream of HuangLongTan reservoir.Combined with the irrigation regulation of the local cropland,irrigation flow for the reservoir in the horizon of year is estimated quantitively.3)Based on the updated flood control level and irrigation flow,Feasible Range Searching Genetic Algorithm(FRGA)is used to optimize the operation chart for the reservoir with generating capacity as well as generating reliability set as the two objectives of the study.The optimization result is compared with the formal operation chart and used in a practical operation.4)Considering the vibration area of the generator,FRGA is used to formulate the economic operation method of HuangLongTan reservoir and the result is used to be compared with the actual allocation situation.
