Study On The Planning And Design Of The Beautiful Countruside In Shaanxi Province

The report of the 18 th National Congress of the Communist Party of China put forward the "beautiful China",however,due to the three issues of agriculture,the countryside and farmers has existing in our country for a long time,and restricting the integral development level,countryside is the bottleneck of economic development in our country,to narrow the urban-rural dual structure contradiction,it is imperative to implement the rural construction.In 2005,the Chinese government proposed the new rural construction as rural work task,establish the construction goal of product development,living in affluence,custom civilization,appearance neatness and managing democracy.The Central Document in 2013 proposed to build "beautiful countryside" as work objectives,in a sense,beautiful countryside is the continuity and the upgrade of the new rural construction,and the future work of government about the rural social development.Beautiful countryside is beneficial to promote rural economic development,give full play to the versatility of agriculture,narrow the differences in urban and rural life,and achieve the ecological sustainable development in rural areas.Shaanxi is an important birthplace of Chinese civilization,as a western agricultural province in our country,it's rural economy develop steadily that influence the rural social peace and happiness and the improvement of the province's economic strength.To positive response the call of the party central committee,in recent years,Shaanxi Province also launched beautiful countryside projects,allow full pay to “one project,one discussion” policy,regard Meixian county,Qianxian county,Baishui county,Hanyin county,and Yaozhou county as site experiment area to carry out the beautiful countryside.The construction of the beautiful countryside in Shaanxi Province,after more than three years of development,has made certain achievements,Comparing with the eastern region area of China,the beautiful countryside started late in Shaanxi,the theory and practice of the beautiful countryside is relatively lacking.This study through the literature research,comparative analysis,case studies and other methods to guide the study,to explore the rural planning and construction of Shaanxi Province.First of all,figures out the definition,functional analysis about the beautiful countryside,and expounds the related theory basis.Second,sums up rural construction experience of the developed countries,such as Japan,South Korea and Germany.as well as the successful examples of domestic advanced region.Again,together with the present construction situation of beautiful countryside in Shaanxi province,applied research results to the empirical study that the Baoji Xiashi beautiful countryside planning and design,to enrich and perfect the plan and design theories about beautiful countryside,make the reference on beautiful countryside for Shaanxi Province and even the national.Finally,in view of the common problems in the beautiful countryside construction,the Suggestions are put forward on the beautiful village planning and design:(1)integrating rural resources,cling to the local characteristic advantage;(2)perfect the relevant policies and regulations,improve the organization and management system;(3)agricultural marketing operation,build features well-known brand;(4)respect the principal position of the villagers,cultivating a new type of peasants.
