Operation Practice And Exploration Of Provincial Electric Power Dispatching Center

The production and consumption process of electrical energy,combining electric power dispatching as a link,in which the generation,transmission,substation,distribution departments are in close cooperation,unified collaboration to meet the maximum electric needs of the users.The whole process should prevent the power grid failure with human factors and reduce the damage to power grid,equipment and people.As the electric power dispatching command organization,electric power dispatching and control center has even higher demands on timeliness,accuracy and safety of the operation data.It should be paid more attention to the new exploration based on the dispatch operation practice of power system.Electric power dispatching and control centers on all levels,are responsible for participating in the design of production plan,preparations of operation mode,drawing up equipment plan of power grid and power plants,dispatching operation data submission,direction of the power grid expansion,operation fault handling and other tasks,besides the professional management,such as scheduling index in jurisdiction,working with the certificates,technique training,risk warning,preparations of contingency plans.Provincial power dispatching and control center,which contacts national power dispatching and control center,sub-centers and city dispatching and control centers,is responsible for the provincial dispatcher professional guidance and management.Submitting the power grid dispatching operation data,which means generating scheduling reports,requires the production of the report as fast and accurate as possible in order to improve the quality of delivery,so it is easy to conduct an overall analysis of the operation of the power grid;commanding power grid operation can be summarized as two parts:the power grid state's centralized monitoring in real-time and dispatching operation.Reasonable dispatching and control requires that each part of the work should be quick,accurate and safe as much as possible.Data collection and transmission are the focus of real-time monitoring of power grid status,which require less invalid data and erroneous data,because too much invalid or error data will lead to increasing time on data processing,which is not conducive to grid security and economic operation.If the dispatching operation is incorrect,it may cause the framework of power grid weak,and even cause power outages,which bring inconvenience to people's normal life and business.So a set of intelligent and safe operation order system is needed to verify whether the dispatching orders are appropriate,whether the controlling operations are correct and ensure smooth operations of the dispatching operation,and to avoid malignant accident from wrong operation.The paper analyzes the current situation and key problems in current power dispatching from report-delivery,monitoring information transmission and dispatching operation order system.The paper expands demonstrations from shortening the time of report-production in dispatching,reducing the number of information data,improving intelligence of the Dispatching Operation Order System,draws up the plan,and achieves following results in the end.In the aspect of report-production time,long time in report-delivery issue is studied,and reasons which are that it takes long time on wrong-data-check and the source data can not be quickly located ultimately.These two problems are solved by developing functions of "Automatic Check" and "Hyperlink Location of the Source";In the aspect of processing the invalid information,it begins with the purpose of reducing the number of invalid information in 500kV electric power stations,and analyzes five main causes of the huge number of invalid information.According to causes above,the measures are proposed such as carding monitoring information,optimizing and developing the monitoring system,setting the threshold of associated information,setting the shielded threshold of over-limit information and establishing the filtering mechanism of information,etc.It is proved that the measures are effective and achieved the expected results.As for intelligent operation,the Intelligent Operation Order System with the functions of intelligent anti-misuse-check,flow of operation order,interworking with OMS System,backfilling maintenance-records automatically,authorization operations by dispatching master,has been developed.Billing model can be flexibly chosen by the dispatcher.Especially the Anti-misuse-check function is quite adequate for the current dispatching.The new Intelligent Dispatching Operation Order System is successfully developed,which is adequate for the practice of Shandong Provincial Dispatching.The paper is valuable and significant for the exploration of provincial dispatching practice.
