The diversity and complexity of the equipment plus the affect of the environment such as temperature, humidity and raining, make it hard to find the reason of the failure quickly. If the maintenance of the equipment mostly depend on the experience and instinct of the maintainer, even more, mistaken cannot be avoided and cause an accident or time delay eventually. If the equipment failure cannot be found and recovered in time, the safety of the transportation will faces great potential risks. To solve the conflict between the lack of experiences and professional background of the maintainer and the lack of experts that could fix the problem will promote the safety of the railway transportation.The main contributions in the paper include:1.Based on the survey of the maintainers, compared the pros and cons of the PKI and the CPK, we choose the CPK as the platform infrastructure, the TF card as the client-end cryptographic tools to provide an easy to implement, easy to maintains, safe and low cost identity authority and cryptographic service system.2.Based on the CPK and TF card, the maintainer and the expert can communicate safely, quickly, unambiguously and directly.3.Give an enforcement method to avoid collusion attack of the CPK.4.By analyzing the key safety, identity verification, access control and anti-collusion attack, give an evidence of the security of the system.5.Using TF card as cryptographic service provider, with the developing environment combined by VS2008, SQL Server 2008, WCF, Eclipse and Android SDK, we developed "THE SECURE INFORMATION DISPATCHING SYSTEM FOR THE RAILWAY ELECTRICITY SECTION" and implemented it in the Shijiazhuang Electricity Section.
