Abstract/Summary:
Requirement and technology is the general rule of the development of weapon system. Since the end of the Cold War, the requirement generation system of U.S Army gradually changed from a “threat-based” approach to a “capability-based” approach. Meanwhile, with the rise of the new military revolution, many countries take capability as the foundation to the military construction and development of weapon system. The development of weapon system first needs to formulate scientific and rational plans. From the practice of domestic and overseas, VFT(Value- focused Thinking) approach is widely used in the decision analysis of weapon system’s development and construction of system of weapon systems.In this paper, the value of weapon system is understood as the capability of weapon system. This paper studies the measure methods of the capability of weapon system, which oriented to the VFT approach. By measuring the capability of weapon system, the value of weapon system can be the decision basis for the development of weapon system.Firstly, the basic principle and general steps of the VFT approach are considered. The key of VFT is determin ing what is “value”, as well as building the appropriate value model. Study the concepts of value and capability of weapon system, analysis the relationship between them, namely the capability of weapon system is belong to the value of weapon system, and explain its rationality from concept and practice.Secondly, describe the capability of weapon system based on pragmatic and semantic, and propose the system of mission and tasks. Then study the hierarchical structure of system capability- factor-atom in weapon system. By analyzing the complexity of weapon system, this paper establishes the mapping of system capability- factor and factor-atom based on the Synthetic Microanalytic Approach, and builds the capability system of weapon system.Then, analyze the subjective characteristics of weapon system value and capability, measure the value and capability based on utility method. The performance parameters convert to the utility values through utility functions, and get the performance values through power functions. At last, get the capability values through utility polymerization, which finish the measurement of weapon system capability.Finally, taking the air-defense missile system as an example, this paper briefly describes the basic process of measuring the weapon system capability, which oriented to the VFT approach, and verifies the validity and rationality of the method.
