With the continuous consumption of renewable energy and environmental problems becoming increasingly serious, the application of distributed generation in the distribution network is developing rapidly. Rational allocation of various types of distributed generations plays a significant role in improving the reliability of power system, reducing power loss and improving voltage quality of the system and delaying system components upgrading. Tie line is an important component in distribution network. Tie lines play an important role in improving the utilization rate of distributed generation, the operation of power system and reliability, so this paper will coordinate the planning of distributed power and tie lines in the traditional distribution network and active management distribution network. The main contents are as follows.(1) Coordinated planning of distributed generation and tie lines in traditional distribution network. Aiming at the shortage of the coordination planning of intermittent distributed generation and tie line in the existing literature, this paper proposes the model of intermittent distributed generation, controllable distributed power supply, energy storage device and tie line coordination planning. In order to simulate the uncertainty of the intermittent distributed power and load, the multi scene analysis model is established by using the Latin hypercube sampling and the K mean clustering method. According to the influence of the distributed power and the tie line, the multi-objective model is established, which includes economic optimization, the highest reliability and the highest voltage quality. The fast non dominated sorting genetic algorithm(NSGA-II) is used to solve the model. The Pareto optimal solution set is obtained to establish the fuzzy membership function of each target, and the final scheme is determined by the analytic hierarchy process. Numerical examples show that the coordinated planning of multiple types of distributed power and tie lines can improve the reliability of the system, improve the system voltage quality and reduce the network loss.(2) Coordinated planning of distributed generation and tie lines in active management distribution network. To plan distributed generation and tie line in active management mode, except the active management measures of adjusting OLTC tap, cutting DG power output, adjusting the DG power factor, and managing interruptible load, this paper introduces changing the network topology structure by using tie lines and switches. In active management mode, a multi objective double-layer planning model for distributed generation and tie line is established. The objective function of outer mode includes economic cost, short of energy supply and the highest voltage quality which is about to optimize distributed generations and tie lines. The objective function is the minimization of active power loss and the maximizing the difference between benefits of distributed generation and interrupted load compensation costs. By means of coordinating modes of two layers, this system realized coordination planning of distributed generation and tie lines. The results show that the proposed method can make the system operating state better.
