The prosperity and decline of cities and towns are the objective processes that will be experienced during the process of urban development, and they feature a variety of manifestation forms and correspond to a number of inducing factors. In the past, most of the urban planners have spent more time on the research on how to make the cities and towns prosper; in contrast, there has been a lack of sufficient attachment of importance to the urban phenomenon of decline, especially the urban phenomenon caused by the changes in the geo-ecological environment as earthquakes, floods and extreme climate changes and there has been little categorized research. With the increasing human beings' awareness of the closely linked interactive associations between their own survivals and development and the environmental changes, and the disastrous impacts of the changes in the geo-ecological environment on urban development, the profession of urban planning should rationally attach special importance to the relationship between the urban flourishing and decline and the changes of the geo-ecological environment. The mountainous cities and towns with special geographical environment feature such distinctive features as complicated geo-ecological environment, frequent changes of geo-ecological environment and the fragile geo-ecological environment, so their developments are always constrained by the condition of the geo-ecological environment; therefore, the selection of the mountainous cities and towns as the starting point for the research of the relationship between the changes of geo-ecological environment and the urban phenomenon of decline features typicality. Based on the substantial characteristics of the mountainous cities and towns, the impacts of the changes of the geo-ecological environment on urban development as well as the nation's requirements on sustainable development, this Paper studies the mountainous declining cities and towns from the perspective of geo-ecology in the field of urban planning and it features practical significance and scholastic value.After conducting sufficient elaborations on the progress of the theoretical research of the geo-ecology and the urban phenomenon of declines, this paper firstly explores the correlations between the changes of the geo-ecological environment, the urban phenomenon of declines as well as the mountainous cities and towns. Through the summarization and inferences of the historical events and the verifications of the logic relations between the constituting elements of the core concepts, it derived that the changes in the geo0 ecological environment are one of the major inducing factors for the urban phenomenon of declines, and the mountainous cities and towns feature research typicality. Secondly, these Paper summaries such contents as the characteristics, categorizations and manifestation forms of the declining phenomenon of the mountainous cities and towns induced by changes of geo-ecological environment, with an emphasis laid on the elaboration of the relationship between the dynamic functions of the changes of the geo-ecological environment and the declining of cities and towns. Finally, this Paper explores the revitalization strategy with the restoration of the ecological system, sustainable development and the reduction of the risks of the changes of the geo-ecological environment as the goals, and, in combination with the cases of the planning practice, it proposes five planning strategies including the scientific and prudent land use options, rational scale controls, powerful emergency system, the macroscopic regional restoration of the ecological system from inside to the outside, as well as the construction of the social group psychology.The topic research of “the declining phenomenon and urban planning strategies of mountainous cities and towns under the changes of geo-ecology attempts to introduce the frontline geo-ecology and the research of urban declines into the discipline of urban planning with the aim of making a breakthrough in the current status that most of the urban planning research is focused on the historical qualitative research. Starting from the angle of solving the practical problems, it conducts categorized detailed studies on the urban phenomenon of decline and proposes the urban planning strategies and conducts thinking on the level of the application techniques, so it features certain innovative significance.
