With the development of economic and the construction of expressway, the incidence of traffic incident is increasing, resulting in a significant impact on people's travel and life safety. How to evaluate each branch traffic incident disposal ability, audit and supervision become the important problem for evaluation the expressway's service and event management level. Traditional traffic incident is mainly obtained by vehicle detector, but due to the high failure rate and low accuracy of detection, the vehicle detector can not gain the accurate and comprehensive traffic information in the road network.Detecting traffic incident of expressway based on massive traffic data of toll collection stations, is a kind of new way of traffic incident detection. In addition to it can sovle the existing problems now, this method don't need to configure a lot of expensive equipments, can use the existing road network data obtain the accurate and comprehensive traffic incidents.This paper puts forword a kind of algorithm to determin traffic incident based on vehicle travel time by studying the characteristics of traffic flow under the traffic incident. And the mutual relationship of road network can be used to determine the smaller range of traffic incident. Further, according to the car entry time and exit time, this paper proposes a method to calculate the beginning point of incident between two toll collection station.The evaluation results show that the proposed method can efficiently calculate the beginning location and the beginning time of the incident. Finally, this paper use the actual data to calculate, and through the macroscopic and microscopic two aspects to analyze the results. This study will contribute to the travel services, traffic efficiency evaluation and traffic organization management significantly.
