In recent years, the means of the potential safety hazards management have gradually converted from work site checking to information platform building in China, which have been developed in Beijing,Tianjin,Wuhan and some other cities. In order to support the standardized operation,real-time notification and dynamic management of potential safety hazards.Construction safety management regulations plays an important role in assuring safety. For one thing, the items are various and independent of which the concepts lack of relevance, For other thing, the regulations are paper-based and not conducive to computer analysis. As a result,it is difficult for users to make use of these regulations in intelligent systems. The purpose of this paper is to construction the semantic work of different concepts in safety hazards management, and explore the semantic relations.the semantic network is proposed to apply in potential safety hazards management system to improve the regulation retrieval efficiency. Two methods are applied in this paper:the knowledge model is constructed with semantic network, and the semantic retrieval method is also designed.Hoisting hazards are taken as an example. At first, semantic network is constructed based on How Net,five semantic types and twenty-three kinds of semantic relations are analyzed and summarized.and then, the model is established by Protégé,which illustrates semantic concepts and relationships clearly. On this basis, the rules of similarity between different kind of knowledge are established and calculated, the system visualization scheme applied to Safety Hazards Inspection System is proposed and analyzed, which may achieve the function that query text can be used to retrieve specification,at the same time, the site pictures become medium of tacit knowledge visualization.
