Traffic Management Research Institute of the Ministry of Public Security is in charge of the National Science and technology action plan-"road traffic safety and intelligent control of key technologies and integrated demonstration". According to the requirements of road traffic management science and technology information development plan and public security organ image information network application,from the beginning of 2013, the public security department has organized network construction of the national motor vehicles monitoring and control. This paper focuses on the background of this research.In recent years, in order to strengthen the dynamic monitoring of the road, public security and traffic management departments have constructed of intelligent vehicle monitoring and recording system (hereinafter referred to as the bayonet system) at large-scale.It is serious that system can not achieve the sharing between part of the province and city. At the same time, with the increasing number of bayonet in the system, and convergence of the vehicle traffic information is increasing along with the massive increase.The day of motor vehicle traffic data have reached 1 million in Jiangsu, Zhejiang and Shandong with a lot of pictures and video data.Oracle or DB2 has been unable to meet the requirements for the normal business and real-time query because of the high storage cost and low data query efficiency.In this paper, we design the network architecture of motor vehicles monitoring and control, public security and data access architecture according to cross regional data distribution and exchange mechanism.Based on the open source Hadoop technology, we realizing the billion vehicle datas accessing in system by Kafka, spark streaming and HBase. The system realized the data storage and elastic expansion with parallel distributed server cluster and load balance technology. The paper researched software of the motor vehicles monitoring and control and data access service. The research results has applicated in the national public security traffic management departments.It also has achieved the bayonet system network and the national motor vehicle after vehicle information gathering by the sniffer surveillance information collection, exchanging and warning. It is important that the system dynamicly improved highway traffic safety control level with the information technology based on the result of this research.
