Faced with such an often situation of power supply shortage, Ordered Power Consumption remains the normal management work to ensure the stable order of power supply currently. Most of Ordered Power Consumption management has carried out empirically at present, ignoring the load characteristics of each user's own, which is lack of scientific and effective theoretical basis, and has a lot of inconvenience for the user's normal life and work, so that the power customer satisfaction is low. The contradiction of power supply and demand still exists partly, and the dispatch instructions of Ordered Power Consumption are still difficult to fully implement. In order to make the orderly power decision-making more scientific and rational, and do the best to optimize power resource distribution, this paper study on morphological classification for load and demand-side potential, which has important practical significance to optimize the method of orderly power decision-making.The study begins with the optimization of power load clustering method, and thus the decision-making of ordered power consumption is better able to take power consumers'own characteristics into consideration. This paper has combined frequency domain analysis and power load clustering algorithm, to classify power load via clustering algorithm on frequency domain, which can make up for the defect of not being able to mine power load's volatility in peak-valley fluctuation on the method of conventional time-domain analysis, and lay the foundation for the more scientific and effective decision-making in ordered power consumption. it integrates the power load shape classification and potential analysis of ordered power consumption, taking into account a number of constraints and optimization objectives, and then establishes a strategic decision model of ordered power consumption. The model is maximumly considered to the user's own power consumption characteristics, and it estimates the maximum amount of load shifting and load clipping of different users which has different load characteristics. So it can arrange power users to participate the measures of load shift, alternative vocation and load clip more rationally, and try to increase customer satisfaction without affecting people's normal life and work patterns. A numerical example illustrates that the strategic decision-making model of ordered power consumption has less influences to the daily routine and production arrangements compared with traditional decision-making model. And the strategic decision plan is more scientific and rational, and it's indeed effective for optimizing the ordered power consumption managements.
