| As a kind of necessary resource for people’s production and living,water acts as an indispensable human material condition.With the growth of population,development of economy and the difficulty in developing new water resource,water resource has become more and more scarce,which has become a kind of national strategic resource.The contradiction between the water users,especially between the economic development and the ecological environment is becoming more and more serious.In order to alleviate these problems,water market is born.The practices in water right trade in many country show that water right trade is an effective way to improve the water right allocation,and to increase the efficiency of water resource utilization.However,water right trade has not been widely applied in many areas;the reason are mainly the effect of water right transactions on third-party and other external problems.Thus,how to solve this problem is the key to perfecting the water market and to improving the efficiency of water use.Focused on the effects of return flows on third-party during water right trading,they are described in this paper;combined with practices in water right trade in the middle reaches of the Heihe basin in Gan-Lin-Gao district,Zhangye City,scenarios of water trading were designed,and the real effect of water right transaction was estimated;then a trading-ratio system was designed for water market applied in Gan-Lin-Gao district,Zhangye city.On this basis,water right exchange rate and general water right trade were simulated in the Matlab platform in Gan-Lin-Gao area,Zhangye city,and they were compared.Research indicates that the water right transactions without third-party involved will lead to its negative effect of return flows on the third-party in middle or downstream of the river;effect of return flow of water right transaction in the agricultural sector is mainly affected by water quantity.When 30%,50% and 80% of the maximal available water volume are set,effects of return flow from Yinke and Luotuocheng irrigated areas on Ya’nuan irrigated area in water right trade were-5970500 m3,-9950900 m3 and-15921400m3 respectively.The larger the market size is,the greater effect of return flow on the third-party is.The trading scenario between Yingke irrigated area and Economic and Technological Development Zone of Zhangye indicates that the coefficient of return flows is the key factor to cause the negative effect of return flows on third-party during water right transaction in middle or downstreams of the river;the total benefit of users in the system of water right transaction ratio is 1.09 billon RMB,which increase more 0.34 billion RMB than the initial state of allocation.The comparison of three kinds of water resources use shows that the trading-ratio system of water right exchange may be able to raise the efficiency of the market automatically during water was used.It can solve the problems of return flows in water right trade without third-party damage. |
