With the accelerating pace of China’s modernization, the level of motorization is also increasing year by year, and the growth rate remains high, how to improve urban traffic congestion has become an important problem for government departments to control the city, and it is also involved a major initiatives in the livelihood issues. In recent years, the phenomenon of congestion has a trend which is spreading gradually not only from the big cities to medium-sized and small cities but also from peak period of time to flat peak period of time. The solution to the problem of traffic congestion is imminent. At the same time, more and more experts and scholars has begun to focus on the research of traffic problems, and strive to explore a number of effective and environmental traffic measures which can both reduce the cost of travel and improve the efficiency of travel, and they also can provide more theoretical foundation and scientific basis for the actual traffic management and control.Urban road intersection as a "bottleneck" of the section, where a large of complex traffic flow is collected together and traffic accidents happened frequently, is the crux of the problem of traffic congestion. So the reasonable organization and optimization of the intersection can be said to be the key to solve the problem of urban traffic congestion. In order to improve the traffic situation, this paper makes a detailed study on how to optimize the traffic organization of urban road intersection reasonably and effectively.First of all, the paper reviews and summarizes the results of relevant research at domestic and abroad, and forms a complete set of theoretical system. Immediately after that, the paper mainly to focus on channelization design, release method, signal control, ban measures to limit the four aspects of the intersection, and respectively discusses the applicability, optimization ideas and specific measures about the above four organizational optimization method. On the basis, using various of reasonable and effective traffic measures to optimize the organization of the selected case of intersection. In the optimization process, the control signal is focused on separately, the paper coming up with a thought that try to make delays and capacity the two important indicators be optimal together, and established a signal timing optimization model with the target, through the development of the computational method, the optimal solution is obtained. Then, the paper compares the proposed scheme with the foreign F-B method, the domestic Shanghai method and the current situation. In terms of controlling the intersection delay and increasing intersection capacity, this paper’s method seems to have an unique superiority. Finally, respectively using two international and classical traffic simulation software TransCAD and Vissim to simulat the results of optimization for the intersection in macroscopic and microscopic levels. From the simulation results, we can see that, though these measures, the traffic capacity of the intersection has been improved significantly, and the conflicts between motor vehicles have disappeared completely. At the same time, these measures also played a positive role for the whole area traffic condition, which further verified the scientificity and feasibility of the optimization measures that took to the intersection.
