Application On Grey Decision-Making In The Lower Reaches Of The Yellow River Flood-Fighting Materials Reservation Management

The lower reaches of the Yellow River is the world-famous suspend river,and flood disasters are the most serious.In order to be able to make disasters loss to a minimum,a large number of the Yellow River flood-fighting materials must be reserved.The level of flood-fighting materials reservation management and whether scheduling supply is timely,which is directly related to success or failure of the Yellow River flood-prevention.Almost all the flood-preventions are accompanied by a large number of flood-fighting materials supply activities,which provide the necessary material base for emergencies,flood-fighting materials management has become an important field in emergency logistics research.However,flood-fighting materials are in the majority,the situation of different price and inventory quantity brings new challenges to inventory management.It is not possible to give the same level of attention and management for all flood-fighting materials,in order to achieve the purpose of the limited resources the maximum benefit,we have to classify effectively and choose the right means of reservation.With the development of market economy,flood-fighting materials reservation ways are not only single reservation mode in the past,various forms must be adopted to cross complementary."Biding"reservation is one of the reservations in the forms,and has been widely used.To reservation way of biding type,the key is how to optimize for biding enterprises.Based on the above problem and the uncertainty of flood-fighting materials supply demand quantity,this article expounds and analyzes firstly to flood-fighting materials reservation situation of the lower reaches of the Yellow River.And analyzes its existing problems,then expounds the relevant theories of grey system theory and grey decision,which puts "part of the information known,the partial information unknown" of "small sample","poor information as its research object and is an uncertain system" its characteristic is "minority modeling".Therefore,this paper will combine study problems with grey related theory,on the basis of predecessors' study,first of all,build the grey clustering decision model and its improved,due to the correlation among the indicators which is not satisfied with transitivity,therefore the traditional grey relational clustering evaluation principle is not very satisfactory,Based on this,the paper will learn from the minimum distance method of multivariate statistical system clustering,and establish the grey clustering decision model based on maximum correlation degree.Secondly for the optimization problem of the enterprises,this paper will build a multi-objective grey relational decision model,considering the policymakers' risk attitude affecting the setting of the target weight,so the prospect theory be into the decision-making,build the multi-objective grey relation based on prospect theory decision model.Finally,this article selects 14 kinds of common the Yellow River flood-fighting materials and they are applied in the models,and analyses the classification results,providing a reasonable reservation classification for flood-fighting materials,and summarizes the similarities each type of flood-fighting materials,so as to realize the effective management of flood-fighting materials reservation classification,and secondly,on the basis of classification,using bulk materials,such as bag,tent,geotextile as an example,carry out the biding for enterprises,finally analyzes the results.Reasonable utilization of the limited inventory resources and the right means of reservation will provide reference for related departments in the process of flood-fighting materials reservation.
