Due to the vacancy of observation data in domestic, the research in the field of pulsar navigation of our country is behind foreign countries. For the research on pulsar navigation without own observation data, there are mainly two ways:one is using foreign public data; the other is simulating data at ground. But, foreign open data is only a little part, and also has restrictions in accuracy, timeliness, etc. Especially, there is no a single pulsar'continuous observation data for the study of time delay estimation, navigation and positioning. While the lack of research on pulsars'physical characteristics makes all kinds of simulation methods without authenticity and validity.In this paper, a new simulation method is proposed, which is that using the RXTE's open discontinuous observation data, study pulsar'physical characteristics, and then simulate continuous, effective, credible data. Firstly, we study the pulsar's physical characteristics, and then model the physical characteristics of the pulsar. Secondly, we raised a simulation method which can generate non-homogenous Poisson photon sequence containing a variety of physical properties and a time conversion method conversion TDB time at SSB to TT time at spacecraft. Thirdly, we design and complete the simulation software. Finally, we verify the simulation results from three aspects:the pulsar's physical characteristics, time conversion and the overall effect, verification results show that the photon sequence contains all of the pulsar's physical characteristics, correlation between fold contour from simulation photon sequence and the standard contour is greater than 0.99; correlation between fold contour of simulation photon sequence and fold contour of RXTE observation data is greater than 0.9, the difference of signal-to-noise ratio is not more than 3dB.
